Strategic Policy Adviser to The NATO Representation in Ukraine

Introduction

The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations for example the UN and the EU in crisis, conflicts or crisis.
Employed by the MSB on an international mission you will receive a monthly salary as well as a comprehensive allowances and benefits package, ranging from free home leave travel to access to psychosocial support.

MSB is currently looking to nominate a Strategic Policy Adviser | Stabilisation, Recovery and Resilience to The NATO Representation in Ukraine (NRU).
Duty location: Kyiv, Ukraine
Duration: 1 year
Start date: September 2025

Context of the position
Security Sector Reform (SSR) is pivotal for the transformation of the defence and security forces of Ukraine, for democratic oversight and civilian control, as well as for interoperability with NATO at the strategic and operational levels. The need for these specific reforms is clearly outlined in the adapted National Programme of Ukraine (aANP) and the Initial Interoperability Requirements (IORM).
The NRU has identified a need to strengthen its staff with a Voluntary National Contribution (VNC) in the areas of defence and security reform transformation and integrity development as well as in defining specific interoperability requirements in support of the political recommendations under the aANP, with timelines covering 2025-2026.
The Strategic Policy Adviser function at the NRU would further re-confirm NATO’s commitment to support Ukraine’s reform efforts.

Duties


• Provide Stabilisation and Reconstruction (S&R) advice and expertise to Ukrainian authorities to assess, plan, coordinate and support the establishment of long-term stability and reconstruction in a post-conflict environment.
• Advise and support Ukrainian national authorities responsible for establishing a National Resilience System, using a whole of government and whole of society approach, based on NATO’s baseline requirements.
• Work to support the establishment of an inter-agency resilience body (whole of government organisation) that meets the requirements for enhancing a National Resilience System.
• Advise and support delivery of agreed initial Interoperability Requirements (iIORs) on Stabilisation, Reconstruction and Resilience under the NATO-Ukraine Interoperability Roadmap (IORM).
• Provide advice on the design and implementation relevant NATO Comprehensive Assistance Package (CAP) programmes and projects.
• Implement a results-based approach, monitoring results and progress and contributing to learning as well as programme adjustment when needed.
• Coordinate and liaise, as needed, with other International Organisations (IOs), including the EU, and Allied stakeholders.
• Prepare and co-ordinate reports, briefings and other papers as required.

Qualifications

Experience

• Previous experience of International Organisation policies and plans in the field of Stabilisation, Reconstruction and Resilience.
• 10 years of relevant experience of Stabilisation, Reconstruction and Resilience.
• Experience of building a National Resilience System from the perspective of defence and security.
• Previous experience as an adviser/mentor in an international environment, ideally at national Ministry level.
• Demonstrated ability to conduct analysis as well as to write clear and concise reports and other documents.
• Good knowledge and understanding of the situation in Ukraine.
• Readiness to work irregular hours.
• Desirable, knowledge of NATO’s organisation and policies.

Education

A university degree from an institute of recognised standing, preferably in the field of international relations, defence and security studies, public administration or other related field.

Languages

• Proficiency in English.
• Desirable, fluency in Ukrainian and/or Russian.

Other requirements

For this position you need to be a Swedish citizen.

This position will require a security clearance.

For the time being Kyiv will remain an unaccompanied post and family members will not be relocated with the incumbent.

• The incumbent must be capable of living and working harmoniously in a very demanding civil, defence and security environment. He or she must have strong interpersonal skills with an ability to work in a multinational context as well as build networks and relationships with key interlocutors in a diplomatically sensitive environment.
• The incumbent must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organizations, NGOs, recipient governments and host populations.
• The incumbent are expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.
