Policy Officer for NATO International Staff

Introduction


The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations for example the UN and the EU in crisis, conflicts or crisis.
Employed by the MSB on an international mission you will receive a monthly salary as well as a comprehensive allowances and benefits package, ranging from free home leave travel to access to psychosocial support.

MSB is currently looking to nominate a Policy Officer to NATO International Staff.
Duty location: Brussels, Belgium
Duration: 1 year
Start date: September 2025

Duties

The work will include liaison and coordination with deployed staff and other International Staff division, the International Military Staff, NATO Military Authorities, and Allied and partner nations.
The primary focus will be to support COPS (Current Operations) work on the oversight of SHAPE’s (Supreme Headquarters Allied Powers Europe) NATO Security Assistance and Training for Ukraine (NSATU). In particular, it is expected that the Policy Officer will take the lead on overseeing implementation of the NSATU Trust Fund. The fund is a Lead Nation fund, managed by the UK, which will meet urgent Ukrainian military requirements as defined by NSATU.
The Policy Officer have responsibility for providing policy guidance to SHAPE and NSATU, liaising as required with the UK fund managers, and liaising with actual and potential contributors and donors.
In particular the Policy Officer will support fund-raising activities by the International Staff and the UK, and guide SHAPE reporting to Allies and partners. An important role will be to ensure that the activities of the fund are well coordinated with related NATO activities, including the Comprehensive Assistance Package for Ukraine (CAP), and activities of the NATO Representative office in Ukraine (NRU).
Regular travel to European countries is expected and, possibly to the Ukraine.

Qualifications

Experience

Solid background in political affairs and/or operations in a national administration or an international organisation
Experience in international crisis management
Strong drafting and communication skills
Demonstrated initiative, resilience, and flexibility
Skills as a collaborative team member
Familiarity with NATO’s relations with Ukraine and NATO’s support initiatives
Experience with donor assistance and security sector assistance programming
Experience working in a civilian-military environment, and
experience working in a multi-national environment
Comprehensive understanding of MSB:s international commitments and partnerships is considered an asset.

Education

University degree in politics, security studies, international relations, international aid, military science or in another relevant field.

Languages

Fluent in English Listening, Speaking, Reading and Writing

Knowledge of French is desirable.

Other requirements

For this position you need to be a Swedish citizen.

This position will require a security clearance.

You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organizations, NGOs, recipient governments and host populations.
You are expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.
