Context

The Department of Financial and Administrative Management (DFAM) oversees and manages the IOM's global financial, budgetary, treasury, accounting and administrative functions. 
The Financial Coordination and Policy Division oversees the global financial controlling framework of the Organization, facilitating compliance with the Organization’s financial regulations, policies, and standards. It coordinates the comprehensive monitoring and analysis of budgetary and financial risks in close coordination with the other divisions of the Department. The Division’s work facilitates IOM’s financial management globally, ensuring it remains robust, adaptable, and closely aligned with both operational and strategic objectives.

Within this framework, within the Financial Systems and Reporting Solutions Unit (FSRS) supports supporting the design, enhancement, and governance of IOM’s financial systems and reporting tools from the business perspective. The unit contributes to the continuous optimization of ERP configurations, automation workflows, master data governance, and financial reporting by translating operational requirements into functional specifications.

This Financial Business Analyst position, under the overall supervision of the Chief, Financial Systems and Reporting Solutions and the direct supervision of the Senior Financial Analytics Officer, will focus on Oracle reporting, system integration, inter-module reconciliation, process automation and collaborates closely with Information and Communication Technology (ICT), DFAM divisions, and end users across Headquarters (HQ), Regional Offices (ROs), and Country Offices (COs). The Finance Business Analyst (ERP) is expected to drive innovation, maintain strong data and process integrity, and ensure that financial systems serve both strategic and operational needs. 

Responsibilities

  1. Collect, analyze, and document business requirements related to financial reporting, reconciliation, and automation across Oracle Enterprise Resource Planning (ERP) modules General Ledger (GL), Accounts Payable (AP), Accounts Receivable (AR), Projects), ensuring solutions are aligned with organizational financial policies, regulatory standards, and operational needs.
  2. Lead functional design discussions with DFAM stakeholders to assess reporting needs and system improvement opportunities, translating them into clearly defined functional specifications and user stories.
  3. Support the end-to-end lifecycle of Oracle ERP enhancements, including participation in solution design, configuration reviews, data mapping, and sign-off processes.
  4. Monitor and resolve subledger-to-GL reconciliation issues, coordinating with relevant DFAM units to ensure timely and accurate financial reporting across modules.
  5. Conduct detailed functional testing for system patches, ERP updates, and integration points—developing test plans, scripts, and expected results to validate compliance with business requirements.
  6. Collaborate closely with ICT and managed service providers on test execution in sandbox and UAT environments, reporting issues and validating resolutions prior to production deployment.
  7. Prioritize change requests, defect resolutions, and enhancement initiatives based on business impact, resource availability, and operational risk, ensuring the timely delivery of high-impact solutions.
  8. Work closely with DFAM’s accounting, budget, and treasury teams to identify and resolve data integrity and transaction processing issues affecting financial reports and dashboards.
  9. Contribute to business-side governance of Oracle configurations, ensuring consistency in setup, reporting hierarchies, and chart of accounts elements.
  10. Promote automation opportunities within Oracle financial modules and the integration of automation tools (e.g., Robotic Process Automation (RPA), AI-enhanced insights) into workflows, identifying use cases to improve efficiency and reduce manual workload.
  11. Assist in developing and maintaining user documentation, training guides, Standard Operating Procedures (SOPs), and troubleshooting materials for financial reporting processes.
  12. Track and report on the progress of assigned deliverables, flagging risks or delays and escalating issues for resolution as needed.
  13. Stay current on Oracle Cloud financials functionalities, technological developments and best practices, advising DFAM leadership on strategic system enhancements and roadmap alignment
  14. Perform any other duties as assigned.

Qualifications

Education 

  • Master’s degree in Finance, Accounting, Information Systems, Data Analytics, or a related field from an accredited academic institution with five years of relevant experience;
  • University degree in the above fields with seven years of relevant professional experience.
  • Certification in ERP systems (e.g. Oracle Cloud Financials), IT governance (e.g. COBIT), internal controls (e.g. CICA, CISA), or business analysis (e.g. CBAP) is an advantage.

Experience

  • At least five years experience working in ERP-driven financial environments, preferably with Oracle Cloud;
  • Demonstrated ability to translate business needs into system and reporting solutions;
  • Experience working in international, decentralized organizations, experience with the UN system is desired;
  • Involvement in systems testing, user support, data validation, or governance projects;
  • Experience with AI, RPA, or automation tools in a financial context is a strong asset;
  • At least five years of experience in data management and reporting, with a strong focus on Microsoft and Oracle solutions;
  • Proven experience in financial data visualization and reporting is essential; and,
  • Experience with Oracle Fusion and other ERP solutions is highly advantageous.

Skills

  • Excellent analytical and problem-solving abilities;
  • Strong communication skills to liaise effectively between technical and business stakeholders;
  • Proficiency in Excel and data tools; additional familiarity with Oracle, Power BI, SQL, or Python is an asset;
  • Ability to manage tasks across competing priorities with attention to detail and responsiveness; and,
  • Exceptional data visualization and analytical skills, evidenced by a proven track record of transforming complex financial data into clear, actionable insights.

Languages

IOM's official languages are English, French and Spanish. 

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
