Background

The UNDP Resilience Hub was established in Nairobi, in 2019, following a review of the Regional Bureau for Africa (RBA) assets in Africa. The Resilience Hub is the successor of the Sub-regional Platform for Eastern and Southern Africa, established in 2014, to ensure UNDP representation in the Regional UN Sustainable Development Group for Eastern and Southern Africa (R-UNSDG-ESA) and support strategic sub-regional initiatives, including the Great Lakes Regional Strategic Framework and initiatives in the Horn of Africa. The Resilience Hub is a thematic hub, with a mandate on integrated resilience, covering 46 RBA countries in Sub-Saharan Africa. The Resilience Hub works in an integrated fashion, leading and supporting regional initiatives, as well as country offices in policy and programming across the areas of Climate Change and Disaster Risk Reduction, Governance and Peacebuilding as well as Migration and Displacement. The Resilience Hub Reports to the RSCA in Addis Ababa and is part of the new UNDP presence in Africa; as such it works in a coordinated manner with the Regional Service Center for Africa in Addis Ababa, the Dakar Hub for Central and Western Africa, the Pretoria SDG Finance Hub, RBA HQ and the GPN.

In alignment with UNDP’s portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve strategic goals, the Regional Programme generates and avails development knowledge, experience and expertise to countries across the region; supports the creation and development of inter-country initiatives and networks among governmental and non-governmental partners to address shared challenges at a sub-regional and regional levels; facilitates inter-country collaboration on cross-border issues, such as trade, environment, and migration; advances regional dialogues, and experience exchange on development issues that may be sensitive where regional level advocacy may enable country level engagement and action, such as with efforts to fight corruption and exclusionary practices targeting certain groups; and promotes experimentation and innovation to help overcome institutional, financial and knowledge barriers that may be too high for an individual country to surmount.

As the regional programme continues to grow in size and scope and following the procurement of a project vehicle for the Hub, there is an urgent need for continuous, reliable, and secure driving services for the Director and the Hub staff, ensuring punctuality and adherence to safety protocols.

 Scope of Work 

Under the guidance and supervision of the Programme Support and Operations Analyst, and the Programme Associate, the Driver provides reliable and safe driving services to the Resilience Hub.  The Driver also demonstrates a client-oriented approach, courtesy, confidentiality, tact, and the ability to work with people of different national and cultural backgrounds.

Duties and Responsibilities

Provide reliable and safe driving services using office vehicles, predominantly to the Regional Director and other UN officials and visitors.

  • Transport the Director, Resilience Hub or other UN visitors or officials, applying appropriate protocols 
  • Deliver and collect mail and documents and perform other messenger responsibilities. 
  • Meet official personnel and visitors at the airport and assist with customs formality arrangements when required.

Ensure cost-saving through proper use and day-to-day maintenance of the assigned office vehicle

  • Maintain accurate daily vehicle logs
  • Provide inputs to the preparation of the vehicle maintenance plans and reports.
  • Make timely minor repairs and/or arrange for major repairs
  • Ensure timely changes of oil, check of tires, brakes, car washing, etc.

Ensure availability in the assigned vehicle of all the required documents, supplies and necessary spare parts

  • Keep current with vehicle documents such as vehicle insurance, vehicle logs, office directory, and map of the city/country.
  • Ensure vehicle first aid kit is adequately stocked with standard medical supplies
  • Take all immediate actions required by rules, regulations, and laws in case of involvement in accident
  • Oversee and ensure that all immediate actions required by rules and regulations are taken in case of involvement in accidents
  • Adhere to relevant job specific guidelines and policies of UNDP such as but not limited to the vehicle management policy 
  • Oversee and ensure that all vehicles comply with the Minimum Operating Security Standards (MOSS)
  • Perform other duties within incumbent’s functional profile as assigned and deemed necessary for the efficient functioning of the office and Organization
  • Additional clerical duties may include assisting with pouch, workshops, and other administrative tasks.

Required Skills and Experience

Education:

Secondary Education with a valid driver’s license is required. 

Experience:

  • Minimum of 3 years (with high school diploma) of relevant work experience as a driver with a safe driving record is required.
  • Knowledge of driving regulations, rules and laws as well as skills in minor vehicle repair and maintenance.
  • Experience in the basic use of computers and relevant office software packages (MS Word, Excel, etc) and ability to use web-based management and electronic log, file and/or scheduling systems.
  • Knowledge of protocols and security requirements is an advantage
