Context
The Monitoring and Evaluation Associate supports the systematic implementation of the result-based management in the CO; assists in translating UNDP corporate policies for monitoring, evaluation, quality assurance and transparency into the CO-specific standard operating procedures and systematically applied by the programme and project staff. Works closely with the programme and project units to implement the programme and project monitoring systems that allow for timely, accurate and relevant reporting of their results at both output and outcome levels; supports that objective evaluations are designed and implemented to assess the country programme contributions to Mongolia’s development progress.
Task description
Under the direct supervision of the Programme Support and Oversight Analyst, the UN Volunteer will undertake the following tasks:
1. Support the development and implementation of a result-based design planning and monitoring system at the UNDP programme and project level through
• Update periodically the Country Programme indicators’ database and monitoring and tracking system ensuring links between the programme and project level results and indicators. Where relevant, ensure these are linked to UNSDCF results and indicators;
• Assist in coordination and implementation of the Country Programme monitoring plan in close collaboration with the programme team and ensure that relevant data are collected on regular basis.
• Support collection of inputs and data for the quarterly and annual monitoring reports, to ensure that claims for results are evidence-based and supported by relevant data.
• Assist project teams in development and implementation of project-specific monitoring plans, as relevant.
2. Participate in implementation of the decentralized evaluation system in the CO; assist in man-aging country programme outcome, thematic, project and joint evaluations with a view to in-crease their relevance and utilization through
• Monitor the implementation of the country programme evaluation plan.
• Support in management of ERC portal, and decentralized evaluation for country pro-gramme and projects. Assist on the evaluation management process and ensure stakeholder participation in the evaluation process.
• Assist in preparation of evaluation management response and its timely implementation and follow up on its implementation with the assigned responsible programme and project units.
• When requested, represent UNDP in the UN monitoring and evaluation and data analysis working groups for the country programme and UNSDCF.
3. Contribute to the implementation of UNDP corporate programme and project quality assurance standards and transparency initiative
• Contribute to project assurance functions, as delegated by the Project Steering Committees and in line with the corporate quality guidelines;
• Assist in implementation of corporate programme and project quality assurance standards, guidelines and process in the Country Office and contribute to their continuous improvement through feedback;
• Support in reporting the project results at the Open UNDP public website in a timely manner. Screen the quality of reported results and propose adjustments as necessary.
