Mission and objectives

UNICEF is the only organization mandated by the United Nations General Assembly to safeguard the rights of all children everywhere. That mandate is rooted in the 1989 Convention on the Rights of the Child (CRC), which sets out universal and indivisible rights.

Together with our partners, we work to translate this commitment into practical action, with a dedicated effort to reach the most vulnerable and excluded girls and boys in urban and rural poor areas of Cambodia. We focus on equity, so our achievements benefit all children.

Context

The UNV Associate CP officer post will be located within the CP Section and under the supervision of the 3.2 output manager. The CP programme is aimed at contributing to the reduction of all forms of violence against children and supporting the Royal Government of Cambodia strengthen its child protection system through enhancing the enabling environment; capacitating the social service workforce; and increasing the agency of children, adolescents, parents and the community in preventing and responding to violence.

CP Section is part of the whole-of-office effort to support Government submit Nationally Determined Contributions outlining Cambodia’s commitment to climate action. CP is supporting MOSVY formulate its NDC as well as develop and implement some programmatic elements towards achieving climate smart social services, as aligned with the UNCRC Concluding Observations, including the strengthening of the social service workforce.

Task description

While deemed to support certain programmatic strands subsumed in the three different outputs of Child Protection (i.e. enabling environment, supply and demand), UNV will be under the direct supervision of Chivith Rottanak, Child Protection Output Manager in charge of supply or the social service workforce strengthening. The UN Volunteer will undertake the following tasks:

a. Output 1 (Enabling Environment)
- Support in knowledge management requirements of Child Protection (such as but not limited to enhance CP sharepoint; organize online learning resource materials; support develop simple knowledge products)
- Granting possible provision of training, credentials and clearance to access UNICEF-led information management system (i.e. Primero), to provide support in data analysis, and data population.
- Serve as a data focal point to provide cross-sectorial support across CP outputs.

b. Output 2 (Supply)
- Provide technical support for the development of remaining training modules for Social Service Workforce strengthening, including two additional modules on Migration and Climate Change.
- Support to adapt the training modules on Migration and Climate Change for community awareness raising through positive parenting and Cambodia PROTECT community engagement package.

c. Output 3 (Demand)
- Review existing VAC/VAW interconnection study reports, opportunities, referral pathway to support further discussion with MoWA, MoSVY and UN partners, i.e. UNFPA to more cohesive and holistic preventions and response to VAC/VAW.
- Support field monitoring, documentation of good practices, activities implementation reporting, including those under partnership with NGOs.
