Organizational Context and Scope
Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Accountability and Quality Control Unit and in coordination with relevant units at Headquarters and the Regional Office (RO) for South-Eastern Europe, Eastern Europe and Central Asia in Vienna, the Monitoring and Evaluation Officer will be responsible for managing of the monitoring, evaluation, accountability and learning, functions of the Country Office (CO), supporting the Country Office in identifying IOM-relevant project and learning opportunities, developing the country strategy and project proposals and liaising with government counterparts, United Nations Country Team (UNCT) and other development partners, as necessary. (Under L3 Emergency).
Responsibilities
Institutional and Operational Set-Up
1. Supervise and guide the implementation of Monitoring and Evaluation (M&E) activities of the Country Office according to the projects/programmes/strategy result matrix, in close coordination with the Project/Programme Managers and other relevant IOM staff and partners.
2. Contribute to the development of tools and systems to monitor the implementation of projects / programmes and/or strategies within the CO focusing on activities, results, expenditure, budget, risks and assumptions.
3. Provide substantive inputs to strengthen capacity of IOM staff and partners to carry out M&E activities in the CO through training, mentoring and coaching.
4. Regularly update the evaluation and monitoring plans for projects/programmes/strategies at the CO and share the evaluation plan with the Regional M&E Officer on regular basis.
5. Collaborate with the Regional M&E Officer in development and implementation of CO’s Monitoring system.
6. Actively engage in M&E activities with other UN Agencies at the country level, particularly on possible joint monitoring missions and joint evaluations such as thematic evaluation and United Nations Sustainable Development Cooperation Framework (UNSDCF) Evaluation.
7. Document good practices and lessons learned through analysis of monitoring findings and evaluation reports, and share with relevant IOM project staff, management and partners.
8. Facilitate regular feedback from beneficiaries and stakeholders on activities and services provided through the organization’s support in close coordination with field units of CO.
Reporting and Communication
9. Support Project/Programme Managers in compiling periodic donor reports in line with the M&E plans and agreed reporting schedules, as well as the CoM/HoO in compiling data for UNCT reporting requirements.
10. Provide comprehensive inputs for materials requested by United Nations Country Team (UNCT)/ Humanitarian Country Team (HCT) or individual agencies, Government institutions, Donors, IOM relevant Units at HQs, RO and/or other partners.
11. Supervise Implementing Partners (IP) by receiving and reviewing progress reports in a timely manner as per agreement with IOM, UN and donors terms and conditions.
12. Provide technical support to IP to improve the quality of data collection, consolidation, analysis and reporting through capacity building and regular monitoring visits to the field.
13. Support the CO’s communication strategy through documenting IOM activities such as capturing case studies, life changing stories for donor/UN reports, updating CO’s social media accounts and producing quarterly newsletter and local media briefings.
14. Contribute to the preparation of meetings and events, to include donor/UN briefings, donor visits, conferences.
15. Proactively seek funding sources among potential donors (including private), in line with CO's overall strategy. Manage overall fundraising data and information.
16. Manage submissions for the IOM global institutional reporting processes including the Institutional Questionnaire and Migration Initiatives. 15. Manage, locate and analyze specific migration related trends and data relevant to IOM activities in the country.
Project Development Support
17. Identify new Project Development opportunities and contribute to its activities in close coordination with COM, Project/Programme Managers, and RO’s Thematic Specialists in line with IOM global frameworks and CO’s strategy.
18. Provide inputs for the development of Results Matrix, and descriptions on monitoring section and evaluation of project proposals/strategies
19. Participate in UN, donor, sectoral, working groups, and other meetings aimed at development of new projects
20. Perform such other duties as may be assigned
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in International Relations, Political Science, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Proven or demonstrated experience in project conceptualisation, development, monitoring, reporting and evaluation;
- Experience in project development and capacity-building activities;
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions; and,
- Experience in organizing consultations, workshops and seminars with high level stakeholders.
Skills
- Proven or demonstrated writing and research skills;
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
- Knowledge of UN and bilateral donor programming and institutional requirements;
- Excellent communication and analytical skills;
- Sound and proven understanding of internal and international migration issues in the country and in the Region;
- High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas;
- Familiarity with financial and business administration;
- Proven interpersonal and teamwork skills; and,
- Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
