Job Description

Project Context and Scope

Fiji is vulnerable to floods and tropical cyclones (TCs). These hazards have already caused serious disruptions to the country including human, material, economic and environmental losses. In 2016, Tropical Cyclone Winston displaced 62,000 people, or 6% of Fiji’s total population. IOM recognizes that a natural hazard results in a disaster when the event exceeds the ability of the affected community or society to cope using its own resources. Acknowledging these challenges, IOM will work in partnership with the Government of Fiji through the National Disaster Management Office (NDMO) to prioritize building Fijian communities’ resilience to minimize the impact of hazards. Focusing on resilience building, the project aims to strengthen, support, and build on the preparedness and capacity of communities and families to break recurrent cycles of displacement.

Responsibilities

Tasks to be performed under this contract
 

Administrative/Operational Work 

 

  1. Coordinate and manage logistics for trainings and workshops, including venue arrangements, transportation, accommodation, community representatives’ participation, and distribution of travel advances to participants.

 

  1. Arrange, prepare, and coordinate field visits for community engagement, ensuring all logistical aspects, such as procurement of materials, equipment arrangements, and financial management are handled efficiently.

 

  1. Execute internal processes, including travel arrangements, issuing letter of invites, managing cash advance, attendance sheets, and equipment/materials, ensuring all necessary approvals and administrative actions are initiated and completed efficiently in line with internal procedures.

 

  1. Support in conducting and facilitating community-level workshops and trainings, ensuring smooth execution and active participation from all attendees in coordination with government agencies and in line with local protocols.

 

    Report Production

 

  1. Prepare detailed reports on the field visits, trainings, and workshops, including participant lists, participants’ feedback or recommendations for improvement, and detailed session or discussion notes with photos.

 

  1. Support community engagement to improve community-level disaster risk reduction (DRR), particularly through updating or developing community-level DRR implementation plans, focusing on community-level early warning systems.

 

  1. Write comprehensive reports in line with community-level workshops on early warning systems, including updated DRR plans for each community, simulation exercises to evacuation centers, and agreed early warning systems within the community using the standardized templates. These reports on early warning system (EWS) and evacuation centres management (ECM) will serve as supplementary documents to NDMO’s Community-based Disaster Risk Management (CBDRM) training activity.

 

  1. Conduct research or any other administrative day-to-day work as assigned. 
 
Performance indicators for the evaluation of results
 

Monitoring day-to-day support tasks will be managed and evaluated over email and formal discussions based upon the above responsibilities. The responsibilities listed above are expected to be carried out over the course of six (6) months. Any deviation in the achievement of these tasks will be mutually agreed over email. Total workload will be monitored by Programme Officer (Preparedness and Response) under the direction of the Head of Humanitarian Programme. Timeline for the delivery of these tasks may be adjusted based on mutual agreement and approval of the IOM Fiji Mission, in line with its policies and procedures.

 

Qualifications

Education
  • School diploma with 5 years of relevant experience; or
  • Bachelor’s degree in business, Political or Social Sciences, International Relations, Development Studies, or related fields from an accredited academic institution with three years of relevant professional experience.
Experience
  • Experience in administrative and logistics support.
  • Experience in community engagement, and workshop planning/implementation at community level.
Skills
  • Familiarity with EWS and community-based disaster risk management (CBDRM) is an advantage.
  • Experience in working with government authorities, UN, and/or non-profit organisations is preferred.
Languages
  • Fijian language necessary and Fluency in English.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
 
Travel required
  • Travel within Fiji when mutually agreed and in line with IOM’s travel policies.
