Background

The Green and Inclusive Development Programme is one of the main areas of focus in UNDP Lebanon; currently implements numerous projects in Lebanon that range in thematic areas from climate change, biodiversity conservation, institutional support, industrial depollution, decentralized renewable energy projects and solid waste management. The programme also works on the support of host-communities in response to the Syrian refugee crisis and is the Social and Environmental Safeguards focal point for the office; therefore, the team also ensures the integration of environmental best-practices into the overall implementation strategy of UNDP. 

The overall objective of the TaDWIR project is to improve the overall environmental and financial sustainability of Lebanon’s waste management system by reducing volumes of waste that go to landfills, improving qualities of waste that go to waste-facilities in general and by introducing national systems for cost coverage of managing municipal solid waste.

Improving overall waste quality acknowledges the priority on hazardous HCW, E-waste and Batteries given that they are critical waste streams that currently are a major source of hazardous waste contamination to the municipal waste stream and that removing those from the mixed municipal waste would significantly, albeit not totally, reduce the level of toxicity of the remaining municipal waste.  This is also particularly important that reducing contamination levels in waste is very much needed in order to improve recyclability of municipal waste. 

The UNDP is seeking to recruit a Project Engineer for this project with the main responsibility of providing support on the implementation of the projects related to the TaDWIR project. 

Duties and Responsibilities

Scope of Work 

The Project Engineer will handle the technical and operational design, procurement, supervision and monitoring of the project that will be or are under implementation by the project in various aspects of solid waste management. 

The specific functions/responsibilities include:

1.Provide technical advisory support focusing on the following results:

  • Advise and support in the design and supervision and follow up of the various project activities within the and deliver on the related waste streams targeted by project
  • Complete the technical evaluation and reporting for the procurement of goods and services of the project
  • Guide and support in drafting terms of reference and specifications for various activities to be implemented under the project.
  • Review and validate documents submitted by consultants/contractors.
  • Follow up on implementation of various activities and tasks
  • Coordinate the work of the various contractors and ensure engineering quality control and oversight
  • Coordinate the report on results, lessons learnt and replication options for the specific relevant waste stream
  • Consolidate the various technical reports from the field and support in the preparation of progress reports accordingly. 

2. Ensure effective reporting and outreach:

  • Develop and prepare commissioning and progress reports as needed.
  • Liaise with the beneficiary sites and local decision makers and government entities as needed at a technical level.
  • Present project results in workshops, webinars and public events to support awareness raising and capacity building.
  • Support in the technical training of contractors and beneficiaries on the various aspects of the projects implemented.

3. Ensure effective quality assurance throughout implementation of the project:

  • Conduct site inspections to ensure quality assurance and quality control and report on project progress to Project Coordinator. 
  • Supervise the implementation of works on the field to ensure timely delivery, quality assurance, and conformity with specifications, terms and conditions of the contract and design instructions, as well as engineering standards. 
  • Participate in site progress meetings with contractors and consultants to monitor the progress of the work and compare it to the approved construction schedule in order to ensure thorough monitoring and follow-up of projects under implementation.
  • Administer contracts signed with contractors and monitor safety on site while imposing penalties in case of default where applicable.
  • Review and validate the contractor’s submittals, consultant’s reports, and/or technical personnel report such as but not limited to field inspection, material submittals, variation orders in BoQs or schedule, payment requests and method statement.
  • Review payments for contractors, consultants of the project.

4. Facilitate knowledge and capacity building, knowledge sharing 

  • Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia. 
  •  Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

 

Institutional Arrangement

The Project Engineer will be working under the overall guidance of the Project Manager/Advisor and the Project Coordinator. The incumbent will be based in Beirut and will have frequent travel to the project sites across Lebanon.

Required Skills and Experience

Min. Academic Education
  • Advanced university degree (master’s degree or equivalent) in Civil Engineering, Chemical Engineering or Science, Solid Waste Management, Environmental Engineering or Sciences, or other field is required; or
  • A first level University degree (bachelor’s degree or equivalent) in the areas stated above, with additional 2 years of relevant experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant Work experience 
  • Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. 

 

  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience of progressive relevant experience in solid waste management.
Required skills and competencies
  • Proficiency in AutoCAD software is required. 
Desired skills in addition to the competencies covered in the Competencies section
  • Knowledge and experience in the topics related to energy and environment are assets
  • Previous experience in UN or international development agencies or NGO projects is an asset
  • Knowledge or experience in the environmental and solid waste sector in Lebanon is an asset
Required Language(s) (at working level)

Fluency in English and Arabic is required. 

Knowledge of French is a plus.
