About this position

We seek a strategic, dynamic, and innovative consultant to join our team. The objective of this consultancy is to support the development and management of the City Finance Secretaries Network (CFSN) from the IDB’s Housing and Urban Development Division (CSD/HUD) as well as the creation of synergies for knowledge dissemination across IDB cities networks.

The CFSN was established in 2024 to strengthen the financial leadership and technical capacity of municipal finance secretaries across Latin America and the Caribbean (LAC). The network serves as a platform to enhance city-to-city collaboration, improve fiscal governance, and support access to financing for sustainable urban development. Hosted by the Inter-American Development Bank (IDB), the CFSN facilitates engagement between subnational finance authorities, development banks, and private sector partners to bridge financing gaps in cities.

What you’ll do

Working in close coordination with the team leader(s), the assignment entails:

  • Coordinate the execution of the City Finance Secretaries Network’s work plan, aligning activities within IDB cities network workplan and the IDB institutional strategy.
  • Maintain close communication with finance secretaries, local authorities, and key stakeholders to strengthen engagement and collaboration.
  • Develop governance frameworks, membership structures, and operational guidelines to formalize network activities.
  • Coordinate with IDB teams to ensure alignment with financial instruments for urban resilience.
  • Lead knowledge products and knowledge exchange activities such as forums, conferences, webinars, technical reports, case studies, and best practice guidelines.
  • Conduct research on fiscal policies, municipal finance, subnational debt management, and creditworthiness enhancement.
  • Support the integration of climate finance into fiscal planning and public financial management strategies.
  • Foster relationships with municipal finance authorities, development banks, investors, and policymakers.
  • Monitor and evaluate the impact of knowledge-sharing initiatives to optimize network effectiveness.

What you'll need

•    Education: Master’s degree in public finance, economics, fiscal policy, urban development, public administration, or a related field..  

•    Experience: At least 5 years of progressive experience in project management in LAC and in applying knowledge in urban development, fiscal policy, public administration, or a related field.  

•    Languages: Excellent oral and written English and Spanish skills are essential. Working knowledge of Portuguese would be desirable.

•    Citizenship:

    -    (IDB/ IDB LAB - International) You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.
•    Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

    -    International consultant: Full-Time, 12 months (up to 36 months).  
    -    Work location: Washington, D.C. (Relocation to the U.S. required).
