POSITION SUMMARY

The Energy Program Officer will support the GGGI Philippines country program in undertaking technical analysis, stakeholders’ engagement, identification of needs and opportunities for climate action, especially in the energy sector and related climate mitigation sectors, and undertake the development and implementation of projects, including consideration of innovative financing mechanisms.

The Energy Program Officer will report to the Country Representative of GGGI Philippines and will be located within the country office, as well as at a government-hosted project office on a rotation basis. 

 

PURPOSE

The Energy Program Officer will play a key role in supporting the design, management and monitoring of GGGI's climate change mitigation projects in the Philippines across various sectors, particularly in the energy sector, as well as related sectors such as sustainable transport, waste and other climate mitigation related sectors. The Officer will contribute technical expertise, manage project activities, support policy analysis and development, and ensure effective stakeholder engagement to contribute to the reduction of greenhouse gas emissions and the achievement of the country's climate targets.

 

ENGAGEMENT

The Energy Program Officer will report to the Country Representative and work closely with other GGGI Philippines staff, technical experts across the organization (including HQ), and government partners. The role involves extensive engagement with key government agencies (such as the Department of Energy, Department of Environment and Natural Resources, Climate Change Commission, Department of Finance, Department of Trade and Industry, Department of Transportation, PNR and NIA), Local Government Units, private sector entities (including project developers, industry associations, MSMEs), financial institutions, and civil society organizations to ensure project alignment, foster collaboration, and achieve desired outcomes.

 

DELIVERY

The key responsibilities of the Energy Program Officer will include:

  • Project Implementation & Management: Manage and support the planning, execution, monitoring, and reporting of climate change mitigation projects, especially in relation to renewable energy and sustainable transport, ensuring timely delivery of outputs and outcomes in line with project documents and GGGI standards.
  • Technical Analysis & Support: Provide technical inputs and analysis related to climate mitigation technologies and practices across relevant sectors (e.g., energy, transport, waste, industry), market assessments, and climate mitigation potential within the Philippine context. Conduct research and analysis to support project design and policy recommendations.
  • Policy Support: Contribute to the analysis of national and sub-national climate mitigation policies across relevant sectors, identify gaps and opportunities, and support the development of evidence-based policy recommendations for government partners.
  • Stakeholder Coordination: Facilitate communication and collaboration among diverse project stakeholders; organize and support workshops, meetings, and consultation events. Manage the relationship with government partners and joint program development under the MoU’s of GGGI with related government agencies.
  • Proposal Development Support: Assist in the identification of new project opportunities and contribute technical inputs to the development of concept notes and project proposals for potential funding sources.
  • Capacity Building Support: Contribute to the design and delivery of capacity building activities for government officials, private sector actors, and other stakeholders on topics related to climate mitigation, relevant technologies/practices, and project development.
  • Reporting & Knowledge Sharing: Prepare project progress reports, technical briefs, and communication materials. Contribute to knowledge sharing within GGGI and with external partners.
  • Perform other related tasks as assigned by the Country Representative.

 

REQUIREMENTS
QUALIFICATION 
  • Advanced university degree (MSc or PhD) in a relevant discipline, e.g., Energy, Engineering, Environmental Science/Management, Economics, Technology Management, Sustainable Development, or another related field.
  • Minimum of 5-7 years of professional experience in project management/implementation, preferably in renewable energy and climate change mitigation, environmental management, or related fields. Experience in project development and resource mobilization is a major advantage.
  • Demonstrated understanding of the Philippine renewable energy and climate change mitigation landscape (including policy, related sectors such as transport, waste, industry, AFOLU, and the related institutional frameworks and policies is essential.
  • Proven experience in coordinating with multiple stakeholders, including government agencies and the private sector in the Philippines.
  • Experience in conducting technical analysis, research, and policy assessment related to energy and climate mitigation across various sectors. Experience in environmental planning, including Environmental and Social Safeguards (ESG) is an advantage.
  • Experience with international development organizations and familiarity with climate finance mechanisms (e.g., Green Climate Fund, Mitigation Action Facility) is a plus.
  • Excellent English oral and written communication skills; including public speaking. Proficiency in Tagalog is an advantage.

  • Ability to work effectively in a team and across organizational boundaries.
  • Willingness and ability to travel within the Philippines as required.

WORKING CONDITIONS

The Energy Program Officer is an X8 grade level in GGGI’s National salary scale in the Philippines. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. The chosen candidate is expected to be based in Manila, Philippines and will report directly to the Country Representative (also based in Manila). 


PROGRAM OVERVIEW

GGGI's program in the Philippines supports the government in achieving its climate action goals and transitioning towards a green growth pathway. Key focus areas include supporting the implementation of the Philippines' Nationally Determined Contributions (NDC) through initiatives in renewable energy, energy efficiency, sustainable transportation, circular economy/waste management, climate smart agriculture, and enhancing access to climate finance for mitigation and adaptation projects across various sectors. GGGI works closely with national government agencies, local government units, the private sector, and civil society to develop and implement impactful green growth projects, provide policy recommendations, and build capacity among key stakeholders.
