Organizational Setting

The Government of Suriname is undertaking its readiness activities for accessing Green Climate Fund (GCF) resources for addressing climate change. In February 2022, the Government of Suriname was awarded the grant SUR-RS-003 “Strengthening of climate change finance planning processes to enable implementation, monitoring and reporting of climate actions in Suriname”, with FAO as Delivery Partner.
The project focuses on strengthening the institutional capacity of the Ministry of Spatial Planning and the Environment (ROM) of the Government of Suriname and other key stakeholders to incorporate climate change actions in national plans and strategies, in particular to close data gaps and strengthening capacities of institutions to be able to access climate finance. The main purpose of the project is that Suriname can realize it’s commitments and objectives set out in the NDC 2020 and NAP 2019.
This GCF readiness project has a strong component on climate funding from Suriname’s forests (Climate and Forests) and will support Suriname to access relevant climate finance that aligns to its REDD strategy. The project is implemented in close collaboration with the Forestry Service SBB and a whole range of governmental and non-governmental stakeholders.


Reporting Lines

The National Technical Project Coordinator will report to the FAO Representative in the country office for Trinidad and Tobago and Suriname and the Lead Technical Officer based in Barbados. The National Technical Project Coordinator will be based in Paramaribo, and will be working part-time from Home, and part-time within the offices of ROM.

Tasks and responsibilities

• Coordinate timely and quality implementation of overall project components providing technical support and ensuring appropriate linkages among the components and among consultants and concerned actors.
• Prepare project progress reports (every year in accordance with GCF reporting requirements) and briefs as required, including on the incorporation of gender.
• Develop and review Terms of Reference of affiliate workforce and ensure compliance with current compliance with current standards and regulations.
• Support the implementation of activities by international and national project affiliate workforce in order to make sure timelines and implementation plans are complied with. As well as the safeguards of gender and Indigenous Peoples.
• Coordinate the organizing and conducting of workshops and consultations, including arranging logistics with a gender approach.
• Coordinate with relevant national stakeholders, in particular ROM, to ensure maximum delivery and participation in project activities.
• Ensure interventions are well coordinated with other FAO and non-FAO projects in the country and build on FAO comparative advantage, successful practices and lessons learnt.

In addition to the tasks above, the National Technical Project Coordinator will perform certain technical and organizational tasks, including the following activities\:
• Coordinate the drafting of the Mentoring Handbooks for Soil and Forest monitoring and reporting systems through compiling technical inputs from the specialists and liaising with copy editors, graphic artist etc. to produce the final products.
• Support and coordinate the formation and operationalizing of a REDD Interdisciplinary Task Force, including Terms of Reference, Workplan with clear milestones, constituting the Task Force and convening meetings of the Task Force.
• Coordinate and facilitate REDD RBP consultations.
• Support and coordinate the development of a communication and knowledge management plan for Suriname’s GCF portfolio including the REDD Results Based Payments (RBP).
• Liaise with resource persons, prepare, organise and conduct capacity building workshops.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University degree in agriculture, natural resources management, climate change or related area
• At least 5 years of relevant experience in project management
• Full proficiency (level C) of English
• National of Suriname
