Background/IRC Summary: The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.

Job Overview/Summary :The Public Health Specialist will be responsible for technical oversight and support on IRC health development and humanitarian health response projects with particular focus on Sexual, Reproductive, Maternal, Newborn, Child and Adolescent Health (SRMNCAH). In addition, responsible as technical focal representing IRC for technical collaboration with partner organizations, donor, fund management offices and counterpart ministries of Myanmar at different levels. The Public Health Specialist in collaboration with M&E unit responsible for developing and administering IRC health program’s service quality assurance mechanism. The Public Health Specialist is additionally responsible for Cross cutting thematic of health, and partner organizational capacity building and SRMNCAH service quality control.

Responsibilities:

Lead service quality control of health programme through project quality assurance mechanism

  • Leads developing and applying IRC programmes quality assurance tools and methods.
  • Give technical oversight and support to health project regular filed site technical monitoring and evaluation visits, and ensure maximum project staffs technical capacity and quality.
  • Prepares, Plans and Participates programme quality control actions organized by IRC-Myanmar or IRC- NY technical department.
  • Coordinate and collaborated working with partners and counterpart ministries of Myanmar to ensure for quality control of IRC direct implemented or supported health care services.
  • Assist for identifying and designing IRC Myanmar health programme strategies and strategic action plans.
  • Work closely with Asst. Health Program Director, area health program leads andpartner organization Program leads to identify and organize programmes quality control action plans.
  • Support and work together with MEAL unit for implementation of health programme’s monitoring and evaluation system.

Capacity building of IRC and partners organization staffs as need of programmes and projects

  • Administer IRC health program staffs and partner staff capacity need assessments.
  • Assist for identifying annual prioritized capacity building plans for IRC health programme staffs, and partner organizations staffs.
  • Plan, prepare, organize and supervise capacity building trainings, workshops, meetings and on the job capacity building actions of IRC and partner organizations’ project staffs and service providers. and partner organization staffs or counterpart ministries staffs.

Technical Coordination and collaboration with partner organizations and counterpart ministries of Myanmar

  • Initiate, organize and assist preparation and ensure quality project proposal, report to donor and counterpart ministries and local authorities as necessary,.
  • SRMNCAH technical communication and coordination with respective partner organizations, donors and respective counterpart ministries at central, state, district and township level.
  • Participating union and state level SRMNCAH technical collaboration activities organized by relevant counterpart ministries and donors.
  • Lead cross cutting thematic (Conflict Sensitivity, Gender and Social inclusion, Disability Inclusive Health, Prevention of Sexual exploitation and Abuse, Emergency preparedness and disaster response planning, Good-Great Standard, Theory of Change., PEERS of IRC) mainstreaming action of health program in collaboration with relevant IRC Myanmar’s department, Technical Advisors, relevant focal from donors, partner organizations and counterpart ministries.

Earthquake Response Support

  • Support the earthquake response as requested with service quality control, capacity building, and technical coordination and collaboration with partners as above
  • Any other support as needed and directed by the IRC Head of Department for Health.

Other

  • Support and work together with MEAL unit for designing and implementing health program’s survey, assessments and researches.
  • Assist for identifying, planning and initiating appropriate humanitarian response in country as needed.
  • Provide regular and reliable technical narrative reports.
  • Participate in any other responsibilities as required by supervisor. 

Minimum Qualifications:

Job Requirements

  • Registered medical doctor (M.B., B.S degree) , B.Coom H , B.NSc or other medical / community health backgrounds.
  • Preferable for Master degree or Post graduate diploma in relevant field.
  • Minimum 5-7 years’ experience on primary health care settings and community health management.
  • Experience in managing health humanitarian response projects in post disaster or conflict affected area with particular expertise in Primary Health Care, Maternal and Child Health, Reproductive Health, nutrition, communicable disease control, and Health Information System.
  • Experience on budget management, team management and change management.
  • Experience on coordination with local partners, authorities and sub -national level stakeholders.
  • Sensitivity to the needs and priorities of conflictaffected populations
  • Ability to work under pressure and stressful circumference
  • Ability to travelling in project field sites as necessary and feasible of safety and security.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
