Overview of position

 UNICEF and, Ministry of Health in Libya have joined hands and extended their collaboration into a new scalablae program with a two-pronged strategy that addresses the dearth of the health work forces for community based priamry health care in the most in need remote areas, with an objective to address access and equity concerns in a geographically dispersed population where there is a serious challenge for the overall health system in Libya, notably access to quality primary health care services, referral pathways and availability of trained health workforce at all level.

The joint program will focus on revitalizing the community health system to strengthen and digitally enable primary health care services including maternal, newborn and child health (MNCH) essential services, within the targeted communities.

By improving access to quality capacity building opportunities, such as, public health training for promotive, preventive, curative and referral actions, planning and reporting skills and, within a sub-set of CHWs, the program will also be creating dignified and fulfilling work opportunities for young women and men, for a sustainable investment in health for a more resilient systems in Libya.

This project will drive progress towards reducing under-five mortality and malnutrition rates and contribute to the achievement of other SDG targets.


Role objectives

1. Carry out capacity mapping and skills gap assessment of all current and potential actors – government, national and international humanitarian organizations as well as national institutions, and advocate to donors, NGOs, government, and other stakeholder on the community health programme needs and services.

 2. Facilitate two stakeholder consultation workshops on the implementation of the community health program in Libya, including report writing and recommendations.

3. Develop a framework of activities of the community health personnel targeted are supposed to provide in alignment with their roles and responsibilities. This will be determined in discussion with both MOH (PHIC& NCDC) and UNICEF.

4. Map the geographical distribution of community health personnel targeted – by municipality, towns/villages/communities, their linkages to primary health health care facilities, and population (in terms of numbers and other stratifiers to be discussed) served. Describe their demographic and professional characteristics.

- Describe their activities in terms of health promotion, disease prevention, surveillance, or care services, and time spent in providing each type of services to communities. Assess whether these activities are aligned with their roles and responsibilities as defined in the framework.

- Describe the types of services provided to different categories of community members (for example, adolescents, the elderly, pregnant women and others).

- Describe their engagement with the communities in terms of time spent outside health facilities undertaking home visits.

- Determine reasons for undertaking roles and responsibilities outside the purview of the framework or their job description.

- Determine barriers/facilitators to fulfil their roles as described in the framework and make recommendations for improvement.

- Assess differences (if any) in services delivered by the health personnel targeted across regions and settings (remote and hard to reach areas, urban/rural).

- Assess access by the health personnel targeted to in-service training, making comparisons between regions, settings (remote and hard to reach areas versus urban locations, for example), time since certification, etc.

5. Assess training status and needs in different health areas and identify gaps with respect to tasks/activities identified in the Goverment idetified framework.

6. Designing with innovative approaches and good practices, preparing, implementing, monitoring, and 3 years costed workplan for the community health system.

7. Coordinate, facilitate and monitor capacity building activities.

8. Monitoring and mentoring the supportive supervisory visits.

9. Participates in any survey/ assessment related to the project.

10. Any other tasks related to the project.

Project reporting

The consultant will work closely with the supervisor to develop a simple reporting format that helps the project monitoring and the donor reporting requirements
