Organizational Setting

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nation that leads international efforts to defeat hunger. Our goal is to achieve food security for all and make sure that people have regular access to enough high-quality food to lead active, healthy lives.
The FAO Representation in Madagascar, has been established since 1981 and now covers the FAO offices of Comoros, Mauritius and Seychelles. Led by a representative based in Madagascar office, the focus is to support governments in these countries to develop policies through programmes and projects based on more efficient, inclusive, resilient and sustainable agri-food systems for better production, better nutrition, better environment and a better life.
The FAO Representation in Madagascar, Comoros, Mauritius and Seychelles is expected to start the implementation of the project funded by the Government of Japan aiming to strength the management of abandoned, lost or otherwise discarded fishing gear (ALFDG) for cleaner oceans in the West Indian Ocean. Therefore, the organization is seeking for two Specialist in Fisheries waste management based in Mauritius.


Reporting Lines

Incumbents will be working under the overall supervision of FAO Representative in Madagascar, Comoros, Mauritius and Seychelles and direct supervision of the Deputy FAO Representative in collaboration with the LTO and the programme team. His/her duty station will be posted in Mauritius.


Technical Focus

Project management, fisheries waste management, prevention and reduction of plastic pollution, plastic waste management.
The incumbent will be responsible for the direct local implementation of the project in Mauritius.


Tasks and responsibilities

• Serve as main focal point for any matters related to the project in Mauritius;
• Identify national stakeholders as indicated in the Project Document;
• Ensure coordination and discussion with government counterparts and identified stakeholders for the project implementation;
• Support the Project Coordinator to prepare a detailed work plan and budget for the activities to be implemented under the project in Mauritius including budgeted workplan, procurement plan, HR plan and operational plan;
• Support the project team and the Project Coordinator in the preparation and management of the necessary contracts and terms of reference for the implementation of the project activities;
• Support the preparation, processing, monitoring and closure of Letters of Agreement (LoAs);
• Organise and run, as needed, field visits, meetings, training and capacity development activities and deal with all the required logistics;
• Prepare regular reports on the implementation of the project activities in Mauritius;
• Participate to the virtual and presential meetings of the project to discuss the ongoing activities;
• Support the dissemination of the results of the project at national levels; and
• With the support of the communication team, prepare relevant communication write-ups.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University degree on marine ecosystem management, (plastic/solid) waste management or in a field relevant to fisheries development;
• At least 2 years of professional experience in project management assistance and fisheries development; and
• Working knowledge of English.

Selection Criteria

• Experience in working in developing countries;
• Experience in preparation and management of UN projects and processes, preferably with the FAO;
• Capacity and demonstrated experience in working and establishing working relationships with government and non-government representatives;
• Proficient oral and written communication skills in English and French;
• Sensitive to different cultures and customs.
• Relevance of academic qualification;
• Extent of relevant experience (project management, waste management, fisheries development);
• Personal skills\: Self-driven, team player, patient, self-confident, reliable and empathetic; and
• Relevance of analytical and organizational skills.
