Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.
Purpose of the Role
Under the strategic guidance and direct oversight of the DDF, the Senior Finance Manager will oversee operations related to treasury, budgeting, and financial reporting, and will be stationed at Cox’s Bazar Office. This role includes supporting the finance team in Cox’s Bazar to ensure high-quality financial reviews, prompt processing of payments, evaluation of purchase requests, and effective budget management & financial reporting for designated projects. The position is also responsible for ensuring procurement processes aligns with financial regulations and IRC policies and procedures. The Senior Finance Manager will work closely with multiple departments to provide comprehensive financial support to the Rohingya Refugee Response in Cox’s Bazar. Additionally, the role will involve creating financial and budgeting tools aimed at enhancing training, efficiency, and compliance
Highlights of Key Responsibilities
Financial Systems Operations
- Review financial documentation and assist the finance team in processing timely payments while ensuring accurate coding within financial systems.
- Develop the monthly cash forecast for Cox’s Bazar office and coordinate with the country office to manage cash balances in line with the activity plan.
- Ensure timely completion of monthly bank and cash reconciliations, as well as the settlement of receivables and payables.
- Closely oversee all financial operations in Cox’s Bazar and keep the DDF informed of any issues that could negatively affect internal controls or overall financial management.
- Ensure consistent implementation of sub-grant procedures across the program, including pre-award compliance, agreement processing, fund disbursement, reporting, deadlines, and, where needed, strengthening partner capacity.
Financial Control
- Ensure IRC’s financial operations with donor regulations and that all financial records and accounts are prepared accurately, on time, and in accordance with international accounting standards.
- Continuously evaluate current financial systems to maintain strong internal controls, ensuring alignment with partner policies and procedures.
- Conduct regular compliance checks related to partner advance payments, expense liquidations, and supporting financial documentation.
- Ensure proper financial documentation is maintained to support internal and external audits, and address audit queries in coordination with the Deputy Director of Finance.
Financial Reporting
- Review and analyze monthly balance sheet reports for the Cox’s Bazar office to reconcile accounts and make necessary adjustments.
- Prepare draft financial reports for assigned grants, ensuring alignment with donor formats and timelines, and submit them for review by the Finance Coordinator and relevant budget holders.
- Monitor monthly financial scorecards, comparing goals with actual performance, and provide input to the DDF for informed decision-making.
- Produce monthly or quarterly financial analyses based on guidance from the DDF.
- Conduct quarterly comparisons of cost allocations against actual expenditures and assist the Finance Coordinator/DDF in preparing the operating budget.
- Actively participate in key project cycle meetings, including grant kick-off sessions, regular BVA/grant reviews, and grant closure meetings for assigned projects.
Budget Management
- Prepare monthly Budget versus Actual (BvA) reports for all active grants in the required donor format and ensure timely distribution to the respective budget holders.
- Work with designated budget holders to develop and regularly update spending plans for all ongoing grants; monitor budget utilization and provide guidance on expenditure status, requesting feedback on any variances.
- Engage in key stages of the project cycle, including grant initiation, routine BvA/grant reviews, and close-out meetings.
- Create and assign new budget line codes (T2 codes) for each newly awarded designated grant
Team Management, Capacity Development and Back Up Support
- This role includes direct supervision of selected members of the Cox’s Bazar finance team.
- Responsible for delivering training to both finance and non-finance staff and representing the finance department during new employee onboarding and orientation sessions.
- Provide backup support to the finance team in the absence of Finance Managers, as assigned by the DDF.
Major Challenges
- Prepare complex financial reports for donors in accordance with grant requirements.
- Generate service contract invoices based on internal financial data for specific grants.
- Collaborate with various departments, technical teams, and partners with different mandates and capacity levels, often under tight deadlines.
- Coordinate with diverse collaborators, including banks, partners, and consultants—who may operate using different financial systems.
- Effectively manage competing priorities in a fast-paced, high-pressure environment.

Maintain clear and efficient communication and coordination with a diverse, multi-sectoral team of national and international staff working across multiple locations.
Experience and Competencies: Knowledge, Skills & Abilities
- Minimum At least 7 years of professional experience in humanitarian or development settings.
- A minimum of 3 years in a similar role within international NGOs.
- Extensive hands-on experience with computerized accounting systems, as well as proficiency in standard spreadsheet and database applications.
- Strong familiarity with financial compliance requirements of major donors such as the US government, ECHO, DFAT, and various UN agencies.
- In-depth knowledge of relevant Government of Bangladesh compliance requirements for INGOs
- Prior experience handling service contracts and invoice processing is an asset.
- Proven problem-solving skills with the ability to perform well under pressure and contribute to improvements of executions.
- Track record of proactively identifying financial risks/issues and communicating solutions effectively.
- Demonstrated critical thinking and strong analytical capabilities.
- Capable of working independently with minimal technical guidance.
- Proficient in both English and Bangla, with strong verbal and written communication skills.
- Deep commitment to the mission, values, and objectives of the IRC.
Specific Educational Qualification
- Master’s degree/ MBA in Accounting/ Finance
Professional Degree/ Certification
- Recognized full or partial professional certificate in accounting such as CPA/ ACCA/ ACA preferred
