Director of Corporate Services

The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

 

The Corporate Services Directorate (CS) delivers client-oriented, integrated services to enable the CEB to deliver its mandate in a context of continuous development. The CS Directorate comprises of Human Resources Management (HR), Information Technology (IT), Corporate Responsibility & ESG Reporting (CRE), and Facility & Travel Management (FTM). These four areas play a pivotal role in ensuring the highest levels of professional practice and performance, and in driving agility and growth across the breadth of the organisation.

 

The CEB is currently looking for a dedicated, experienced and hands-on Director of Corporate Services, driven by the social mandate of the Bank, to lead the Directorate in a results-oriented way according to the CEB’s values. As a member of the senior management team reporting directly to the Governor, the Director of Corporate Services will lead and motivate a multicultural and multidisciplinary team of approximately 55 professionals (complemented by external consultants and outsourced service providers) and perform the following functions and responsibilities:

Main Responsibilities

 

Strategic Orientation and Service Delivery Optimisation

  • In line with the CEB’s Strategic Framework, lead the orientation, planning and overall performance of the CS Directorate to ensure corporate services align to organisational needs and objectives.
  • Closely collaborate with different professional areas to identify opportunities for improving service delivery and customer satisfaction through process optimisation, technology adoption, and service design.
  • Accompany CEB’s transformation into an increasingly digitalised and agile institution, including notably the implementation of HR strategic initiatives and the IT Masterplan spanning across several years, with important change management initiatives.
  • Manage the CEB’s premises with hands-on oversight of the optimisation and modernisation initiatives, including workspace planning, design and refurbishment projects.
  • Strengthen the capabilities in environmental, social and governance (ESG) reporting and data management, and in mainstreaming sustainability in internal operations.
  • Develop and oversee procurement activities, vendor management, budgets and resources within the area of responsibility and consistent with strategic plans and goals.

 

Leadership and Stakeholder Engagement

  • Provide timely strategic and operational advice to the Governor, senior management team, elected officials and the wider organisation on matters related to corporate services.
  • Lead with strength, authenticity and credibility and ensure teams are committed and focused on the needs of the Bank.
  • Spearhead operational efficiency and sustainable growth, by participating in the generation of new ideas and fresh approaches to how CEB manages its corporate services.
  • Promote effective communication and nurture a high-performing, inclusive, and collaborative culture within the CS Directorate (and beyond) including championing the CEB’s diversity and inclusion strategy.
  • Act as chairperson for specific committees or high-level meetings to facilitate discussion and effective decision-making.
  • Build strong networks and partnerships with a wide range of internal and external stakeholders to contribute to the CEB’s image and growth.

 

PROFILE

 

Academic background:

  • An advanced university degree in business administration, management or equivalent.

 

Professional background:

  • Minimum 15 years’ directly relevant experience in providing high level services for corporate functions, such as human resources, building facilities and/or IT and system development.
  • At least five years’ experience at a (senior) management level in an international environment with a record of success in linking service delivery to strategic objectives.
  • Ability to work collaboratively, as part of the senior leadership group, and take shared responsibility for organisational performance.
  • Strong leadership and managerial skills, including motivating, developing, coaching and leading multidisciplinary and multinational teams, bringing about strong individual and collective performance based on mutual respect, inclusion and collaboration.
  • A deep understanding of organisational dynamics and a demonstrated ability to plan, to deliver results and to manage change, in particular that of integrated transformations and modernisation of work environments to support a growth-oriented organisation.
  • Excellent communication skills including the ability to write concise, straight forward and jargon-free material and the ability to present complex technical issues also to non-expert audiences.

 

Language skills:

  • Excellent command of one of the two official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of one or more other Member State language(s) is an asset.

EMPLOYMENT CONDITIONS

 

1) The CEB offers an initial 3-year appointment (including a one-year probationary period), with, under certain conditions, the possibility of renewal of one or more periods varying in length between one and three years.

 

2) Grade and salary:

  • A6/A7
  • Depending on level of experience, monthly salary range starts at €14,700, plus allowances based on eligibility, minus deductions for medical and social insurance as well as for pension; remuneration exempt of French income tax.
  • Grades are established without any discrimination (including gender discrimination)

As an international organisation, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* and medical and personal insurance.
