Mission and objectives
The primary role of United Nations Development Programme (UNDP) is to support country-led efforts to achieve the Sustainable Development Goals (SDGs). The work of UNDP in 170 countries around the world is anchored in diverse and effective partnerships, which are vital to our two critical roles at country level: (a) as an integrator across policy, programmatic and organizational silos; and (b) as an operational backbone for the United Nations and other partners.
Saudi Arabia is witnessing economic prosperity and progress in all domains of socio-economic development which produced tangible improvement in all human development indicators such as standard of living, health and education services, environmental conditions as well as potentials of comprehensive development. In April 2016, the Government of Saudi Arabia announced its Saudi Vision 2030 – an ambitious long-term development programme.
Saudi Vision 2030 represents an ambitious blueprint with long-term goals and expectations. It is expressed in three themes of a vibrant society; a thriving economy and an ambitious nation. A review of the three themes and their underlying issues of national concern reveal a holistic approach to development that encompasses the three dimensions of sustainable development: the social, the economic and the environment.
The partnership between UNDP and Saudi Arabia is covering vital sectors and areas which contributes to address the needs of Saudi society, including enhancement of the local capacity of different government institutions and support to policy making and reporting. A wide set of under the scope of technical assistance is provided in order to assist the KSA departments in their reform processes.
This UNV assignment is part of UNDP’s Saudi Arabia efforts to promote volunteerism and ultimately increase the capacity to respond to the various technical assistance demands from the counterparts.

Context
UNDP is striving to ensure its procurement function and practices are an integral part of UNDP’s competitive advantage as a development partner of choice. This requires placing more attention on strategically integrating procurement at the project design stage, stimulating innovation in specifications and technologies, and adopting more sustainable production and consumption practices that align with UNDPs sustainable development goals. Sustainable procurement means making sure products, services, and purchases are as sustainable as possible with the lowest environmental impact and most positive social results. In implementing UNDP strategic procurement priorities, Country offices will strive to use flexible methods for high-value/low-risk and timely delivery that meet the needs of its clients and key stakeholders.
International UN Expert Volunteers in Saudi Arabia are entitled to:
- Monthly Volunteer Living Allowance (VLA) in the amount of USD 2886.66
- Expertise differential USD 1154.66
- Entry Lumpsum USD 4000
- Annual and learning leaves;
- Free Medical and life insurance; and
- Free access to different learning platforms.

Task description
Within the delegated authority and under the supervision of the Procurement Analyst and her/his designated mandated representative, the UN volunteer will:
1.) Elaborate and manage implementation of innovative and sustainable procurement strategies and policies that are in alignment with principles of fairness, integrity and transparency to achieve best value for money.
Ensure full compliance of procurement activities with UN/UNDP rules, regulations, policies, and strategic priorities through effective internal controls and properly used client –oriented procurement management system.
• Elaborate/establish internal procurement Standard Operating Procedures (SOPs), map CO procurement business processes, and manage workflows in Procurement Unit.
• Discuss procurement strategies and plans with projects and other stakeholders and donors to ensure mutual alignment.
• Help the client Projects in development of TORs for all procurement activities and update the drafts as per UNDP corporate templates.
• Conceptualizes, elaborates and implements strategic procurement in the CO including sourcing strategy, supplier selection and evaluation. Encourage suppliers to participate and work with UNDP. Help increase the outreach of UNDP tenders.
2.) Manage and guide procurement processes for CO, projects, and other UN Agencies.
• Ensure timely and duly preparation of procurement plans for the office and projects, and monitor their implementation.
• Manage implementation of proper monitoring systems, mechanisms and controls for procurement processes that cover RFQ, ITB or RFP, receipt of quotations, bids or proposals, and negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
• Manage third party consultant contracts.
• Maintain tracking sheets for all procurement processes including track of POs and payments to consultants.
• Ensure management of procurement contracts. Implement the internal control system that ensures purchase orders are duly prepared, dispatched, and corrected on a timely basis when there are errors or other problems.
Implement harmonized procurement services and analyze new opportunities for joint procurement for UN agencies in line with the UN reform.
3.) Introduce and implement strategic sourcing strategy and e-procurement tools to find best values in marketplace and align purchasing strategy to project and CO goals.
• Develop and manage rosters of suppliers.
• Elaborate supplier selection and evaluation criteria, and quality and performance measurement mechanisms.
• Develop Long-Term Agreements/Frameworks Agreements for more efficient category management.
• Manage and implement Quantum and UNALL system in CO.
4.) Facilitates procurement knowledge building and knowledge sharing in CO, Region, UNDP and UN.
• Organize procurement training for the operations and project staff. Prepare presentation based on POPP and organize refresher sessions.
• Organize procurement training for vendors on Quantum modules.
• Make sound contributions to knowledge networks and communities of practice.
