Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) supports the 2030 Agenda through its Strategic Framework, promoting efficient, inclusive, resilient, and sustainable agrifood systems for better production, nutrition, environment, and life, leaving no one behind.

FAO Country Offices, guided by the Strategic Framework, provide policy advice, technical assistance, and core services to countries in FAO’s mandated areas. These offices implement country-specific priorities outlined in their Country Programming Frameworks (CPFs) and aligned with the UN Sustainable Development Cooperation Framework (UNSDCF), ensuring efficient operations with adequate human and financial resources.

The government of Ethiopia through the Ministries of Agriculture (MoA) and Ministry of Health (MoH) is implementing a Pandemic Fund (PF) funded project “Ethio-Pandemic Multi-Sectoral Prevention, Preparedness, and Response (EPPR)”. FAO is one of three project Implementing Entities (IEs) selected by the government to manage project implementation. The other two IEs are the World Health Organization (WHO) and United Nations Children’s Fund (UNICEF). The project aims to enhance the country’s capacity for pandemic prevention, detection and response using the One Health (OH) approach, in alignment with the country’s OH framework and provisions of the international health regulations (IHR -2005) and ultimately enhance the well-being and resilience of vulnerable communities. The project is being implemented throughout the country with special focus on relevant pandemic threats which include zoonotic disease and Antimicrobials Resistance (AMR).

Reporting Lines

The EPPR Project One Health Specialist will work under the overall guidance of the FAO Representative in Ethiopia, and the direct supervision of the Emergency Centre for Transboundary Animal Diseases Country Team Leader (ECTAD-CTL), in collaboration with the EPPR project Lead Technical Officer (LTO).


Technical Focus

The technical focus areas for the incumbent will be\: (a) Identifying activities requiring OH approach and come up with appropriate partners coordination mechanisms among the relevant OH partners; (b) Identifying appropriate community level OH project demonstration sits and provide technical support on how OH will be demonstrated on these sites and (c) documenting OH implementation success stories.


Tasks and responsibilities

The incumbent will contribute to the delivery of the project results through implementation of specific assigned tasks which include\:

• Produce a customized monitoring tool to evaluate OH approach during and beyond project life.
• Participate in EPPR project Technical Working Group (TWG) meetings and support senior colleagues facilitate the coordination of animal health sector entities to ensure animal health sector issues are well articulated.
• Provide technical backstopping to FAO management team members when they participate in National and subnational OH platform forums
• Support developing proposals of information sharing protocols to facilitate structured information sharing between members of the country’s One Health Platform.
• Develop data collection templates for tracking animal health sector contribution to the National Action Plan for Health Security (NAPHS) at both national and subnational levels
• Map ongoing and upcoming animal health interventions in Ethiopia and identify those working on areas that are synergistic to EPPR project activities and make recommendations for One Health synergistic implementation between EPPR project and other relevant projects
• Identify all development partners working on Animal Health and produce awareness products that enhance adoption of One Health Approach
• Make recommendations on how the crop sector can be mainstreamed into the nation OH agenda and ensure participation in the national OH platform
• Perform any other related duties as may be required.

Minimum Requirements


• Candidate should be a national of Ethiopia.
• Advanced university degree in animal health or related fields
• A minimum of 7 years of professional experience in Animal Health programme management.
• Working knowledge of English and working knowledge of the duty station language (Amharic).
