Background/IRC Summary:

The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.

Job Overview/Summary:

This position is specifically assigned for Emergency Health response services in Rakhine State

  • Implement primary health care activities in IDP camps and conflicted/Disaster affected villages.
  • Manage the mobile clinic team.
  • Build Capacity of Mobile clinic team members
  • Participate in project monitoring and evaluation.

Major Responsibilities

Implementation of primary health careclinic in targeted IDPcamps and villages

  • Organizeandresponsibleforprimaryhealthcareactioninfixedclinicsincampsormobileclinicsto camp and villages. Strictly followminimum 5 clinic opening hours and 8working hours per day.
  • AssistclinicmanagerinpreparingmonthlyworkplanofPHCmobileteamtocovertargetedIDP camps and villages regularly.
  • Organizeclinicalcareofgeneralpopulation,womenandunder5children.
  • Organizeemergencyreferraloflife-threateningemergencycasestonearestscreeningcenterand General Hospital as necessary.
  • Organize thepatient education during consultation.
  • Represent as team leaderof mobile clinic team to local authorities and camp / village community.
  • Reportingdaily,weeklyandmonthlydiseasessurveillancereport(dailyEWARSreporttoSHD)and clinic reports as needed.

Manage the mobile clinicteam

  • Administer themobile clinic nurses for daily clinicstocks management
  • Administer themobile clinic nurses for clinic waste management and clinicsanitation.
  • Administer themobile clinic nurses for clinic drugs commodities and equipment stock management
  • Administer themobile clinic nurses for daily patient triage and emergency patient referral.
  • Administerthemobileclinicnursesforclinicandemergencyreferralcostdisbursementand liquidation process.

Capacity building of the Mobile ClinicTeam Members and community health workers

  • Supervisemobileclinicnurses,clinicregisters,andtranslatorintheirday-to-dayactivitiesand providefeedbackto ensurequalitywork.
  • OrganizeonthejobtrainingtoClinicNurses,onfirstaidcare,systematicdrugsuseandotherPHC clinic related topic as needed.
  • Organize thePME and otherMnE actions for Mobile clinic nurses.
  • Organize monthly mobile clinic team meetings and participate in project team meeting.
  • Attendingthequarterlyrefreshertrainingsandcontinuousmedicaleducationsessionsafterclinic hours.

Monitoring and evaluation

  • Organizeandsuperviseonmobileclinicnursesfordailysurveillancedatareportingandclinic consultation data entryand reporting.
  • Organizeandsuperviseonmobileclinicnursesonclinicdrugsandclinicequipmentstock management.
  • Reporting monthly mobile clinic reports to Clinic Manager.
  • Assist clinic manager on regular updating and follow up of mobile clinic workplan.

Financial management

  • Responsible for financial management such as preparation and liquidation of purchase request, advancepayment request and reimbursements for theactivity related to clinicactivities.
  • Responsible to request and pay the wage of daily paid staff.
  • Assist clinic staff in preparation of financial documents as required.

General activities

  • Manageday-to-daylogistics,administrationandpersonnelactivities(includinganylocalcontracted personnel / daily labor) in accordance with national laws.
  • Coordinatewith operation and financeteam for implementingdaily mobile clinic activities in time. Remain flexible to perform other duties as required or requested.

Position directly supervises:Nurses, Health Promoter, Health Counselors(MHPSS)


Minimum Qualifications:
  • Registered medical doctor (M.B., B.S degree) with minimum 1 year experience on primary health care settings.
  • Must have valid SAMA.
  • Favorabletopersonwithexperienceonmedicalresponsetoemergencycondition,surveillanceand control of communicablediseases in postconflict area.
  • Sensitivity to theneeds and priorities ofconflict-affected populations.
  • Good communication skills and adaptable to different ethnic and religious communities.
  • Good leadership skill and team management skill.
  • Adaptable, flexibleand mature in judgment.
  • Good assessment, analytical, planning and reporting skills.
  • Good English language skill (oral and written).
  • Have experience of leading Mobile clinic is favorable.
  • Good Rakhine or local language skill is favorable.
  • Experience on using Microsoft Officepackage.
