Background/IRC Summary:

The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.

Job Overview/Summary:

This position is specifically assigned for EmergencyHealth responseservices in RakhineState

  • Implement primaryhealth careactivities in IDPcamps and conflicted/Disasteraffected villages Record keeping and medical supplies management
  • Build Capacityof Mobile clinic team members
  • Participate in project monitoring and evaluation.

Major Responsibilities

Implementation of clinical carein targeted camps and villages

  • Respect and follow 5 clinic opening hours and 8working hoursa day Implement the proper triage of patients presenting to clinics
  • Provide qualityante-natal, post-natalandnewborn care
  • Perform lab test (e.g., Malaria RDTs, Urine Sugar) and/or collect test samples as deemed necessary.
  • Assist Medical Doctor/Clinic manager in giving appropriate medical careto the patients.
  • Educatea patientabout the clinical condition that he/she suffered and explain the possible side effect of medications.
  • Administer and dispense drugsas prescribed by theMedical Doctor and ensure thepatient is clear on how to takethe medication (correct dosage/frequencyand duration)
  • Ensure the clinic environment clean and patientfriendly
  • Perform wound management and assist in minor procedureif needed
  • Strictlyfollow universal precaution,infectioncontrol principlesand sterilization of surgical instruments.

Record keeping and medical supplies management

  • Record the drugs dispensed to everypatient in daily consumption register/record book Completeand keep propermedical records and registers.
  • Manage stock of drugsandPHC clinic commodities.
  • Ensure not to stock out of drugs at the clinic by thecollaboration with medical doctors and medical supply chain officer.
  • AssistMedical Doctor/Clinic Manager(Team Leader) to manage clinic databaseincluding data compilation, entry and reporting.

Capacity building of the Community Volunteers

  • AssistMedical Doctor in supervisingclinic guard, tuktuk driver, translators and community health workers.

Monitoring and Evaluation

  • Conductdata entry at clinic level:

oSupport Medical Doctors in entering patient consultation data onto tablets and in hard copy to patient record books

Prepare and report weeklyand monthly EWARS reports and MUAC screening report as needed.

Other

  • Coordinatewith program support teams to implement project activities in time.
  • Assist medical doctor/clinic manager to provide procurement documents in advance as needed.
  • In collaboration with othermembers of the health projectteam, participate in thedesign and implementation of formative assessments and baseline studies in order to identifyhealth priorities and practices among the IDP and community.
  • AssistMedical Doctor/ Clinic Managerfor establishing diseases surveillance system and outbreak response as needed.
  • Remain flexible to perform other duties as required or requested

Minimum Qualifications:

Job Requirements:

  • LicensedNursewithBachelorofNursingordiplomaofnursing.
  • Musthave valid Nurse Registration document.
  • Atleast1years’experienceofprimaryhealthcaresettingsafter graduation.
  • Favorable to person with experience on medical response to disaster area, surveillance and control of communicable diseases in disaster area.
  • Sensitivity to the needs and priorities of conflicted-affected populations.
  • Strong leadership skill and team management skill.
  • Adaptable, flexible and mature in judgment.
  • Good assessment, analytical, planning and reporting skills.
  • Understanding of medical ethic and patient education.
  • Have ability and motivation to travel by boat and work long continuous days in remote villages in Rakhine costal region.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
