Job Description

Under the direct and overall supervision of the Head of Office in IOM Ottawa, the National Operations Officer (Program Coordination and Monitoring) will be responsible for the program coordination, compliance, monitoring, and reporting to the donor and internal stakeholders.  

Responsibilities

  1. Assist in the coordination and monitoring of the operational, administrative and financial aspects of the program in accordance with IOM policies and practices as well as the donor’s requirements.
  2. Provide updates on the status of project implementation; identify gaps, and suggest actions to improve implementation. 
  3. Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures. 
  4. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements. 
  5. Promote staff development processes by providing training, assigning duties, and giving constructive feedback to their performance on a regular basis to ensure high quality work and accurate completion of activities.
  6. Provide training and technical guidance to project staff. Update program-related material, including internal guides and references. Participate in the preparation of project proposals.
  7. Coordinate a team of staff supporting the movements of medical cases with the concerned country office, RMM Regional Hubs, MHD, and IRCC.
  8. Coordinate a team of staff supporting the movements of minors, family class, economic migrants and other special programs, working with the IOM country offices and RMM Regional Hubs. Review related correspondence, including voice messages.
  9. In coordination with the Operations Units in IOM Ottawa, develop training and guidance for IOM missions on program related topics.
  10. Ensure staff members consistently adhere to the code of conduct and uphold high standards of integrity. Address and handle all non-compliance with SOPs or codes of conduct by IOM staff members or partners.  
  11. Perform other related duties as required.

Qualifications

Education
  • Bachelor’s degree in in Political or Social Sciences, Migration Studies, International Relations, and/or Law, or related fields from an accredited academic institution with two years of relevant professional experience ; or,
  • Master’s degree in above-mentioned fields
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP or movement systems such as MiMOSA, IGATOR, etc. is a distinct advantage;
  • Experience in managing and supervising a team.
  • Experience in working with people from different educational and cultural backgrounds.
  • Experience related to immigration and resettlement within the Canadian context and previous experience with IOM or other UN agencies are advantageous.
Skills
  • Demonstrated interest in issues related to immigration and resettlement
  • Knowledge and skills in spreadsheets and data analysis.
  • Good writing and editing skills; demonstrated ability to work effectively with a variety of clients and stakeholders.
Languages
  • Fluency in English is required (oral and written)
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

  3. National Professional Officers should be nationals of the country of their employment. NPOs perform work at the professional level and the same standards of recruitment qualifications and performance, required for International Professional staff.
