About UOSSM
Since 2012, UOSSM International has been providing medical relief and healthcare services to thousands of people affected by the crisis in Syria, Turkey, and other countries. UOSSM is a non-governmental organization registered in France and has a mission to deliver projects in Gaziantep, south of Turkey. UOSSM’s capacity is 65 staff in Turkey, Gaziantep, and about 1800 staff inside Syria providing health services to around 1.5 m beneficiaries on annual basis. UOSSM delivers services related to Health, Protection, Nutrition, Mental health, referral ambulance services, and other interrelated ones. The annual budget is estimated at about 20 M USD approximately. Our largest achievements are to operate vital hospitals in the northwest of Syria and operate a big number of PHC centers, establishing complementary services like solar systems for many health facilities. The following are examples of activities and services but not limited to: Deliver primary care, trauma care, and psycho-social support services, Support clinics and hospitals with medicine, medical supplies and operating expenses, Train and developing human capital and medical practitioners caring for victims of war, Collect data to improve the quality, quantity, and types of health services provided, Coordinate with partner organizations to ensure that aid reaches those in need and Engage the international governments, international bodies and the public for support.

Purpose of Position:
The Grants and Partnerships Manager is responsible for coordinating the alignment of funding opportunities, developing and implementing outreach plans, and managing registration processes. He/she oversees OCA processes, partner selection, and partnership assessments to ensure compliance with organizational policies. Additionally, he/she develops and updates funding plans, supervises portfolio updates, enhances the quality of project proposals, and maintains effective communication with donors and partners. The role also includes overseeing the development, contracting, and monitoring of grants.
Key Responsibilities
Funding Opportunities
- Adopt and implement an outreach plan targeting donors and partners, addressing unsolicited concept notes and identifying funding gaps.
- Coordinate with partners and represent UOSSM in partnerships and compliance within relevant working groups.
- Manage the organization’s registration processes in new countries and platforms.
- Manage and handle the administration of pre-award due diligence
- processes with all new sub-awardees. Identify specific risk factors associated with the award, and the identification and implementation of appropriate measures to manage those risks.
UOSSM OCAs and Donor Satisfaction
- Oversee UOSSM’s OCA operations management processes.
Lead communications to ensure full compliance with donor requirements. - Follow up on corrective actions resulting from UOSSM's institutional evaluations.
- Supervise the evaluation and selection processes of implementing partners.
- Manage the partnership assessment and evaluation process.
- Support the preparation and review of all necessary grants and partnership agreement documentation, ensuring alignment with UOSSM’s due diligence procedures, and escalate any issues affecting internal or external compliance to the Executive Director.
- Follow up on corrective actions arising from partnership evaluations.
Internal Organization - Develop infrastructure for managing grants and partnerships, including policies, procedures, tools, and forms in accordance with approved standards and guidelines.
- Develop UOSSM’s funding plan based on the grants' status and update it regularly.
- Supervise the periodic updating of UOSSM’s grants and partnership portfolio.
- Maintain effective communication with all UOSSM departments, offices, and missions regarding grants and partnership management.
- Serve as the main point of contact with current and prospective donors and partners.
Accountability
- Promote and ensure compliance with grants standards and donor requirements.
- Ensure the UOSSM team aligns its practices with grant agreements and partnership commitments.
Supervision & Reporting - Manage all internal and external grant reporting processes to ensure high-quality, accurate, and timely submissions that meet donor and organizational requirements, in coordination with program managers and coordinators.
- Provide capacity-building opportunities and training for program, operations, and partner staff on grant management, reporting, and donor compliance as needed.
- Oversee grant development processes, including proposal drafting, review, and submission.
- Supervise contracting processes with donors and sub-partners.
- Oversee the monitoring and follow-up of active grants.
- Prepare and issue monthly, quarterly, and annual reports on grants and partnership management.
Skills and Requirements
- Education: A bachelor’s degree in International Affairs, Communications, Business Administration, or a related field is required.
- Languages: Fluency in both Arabic and English is essential.
- Experience: A minimum of 5–7 years of NGO experience in grants management is required.
- Knowledge: Familiarity with key donor rules and regulations is an advantage.
- Organization: Strong organizational skills, keen attention to detail, and the ability to effectively prioritize tasks in a dynamic and fast-paced environment.
- Proposal Development: Proven experience in project proposal development.
- Interpersonal Skills: Excellent interpersonal skills with the ability to build positive relationships internally and externally.
- Communication: Outstanding communication skills, with the ability to engage effectively with external stakeholders, partners, internal teams, and senior leadership.
