The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow—infrastructure with sustainability at its core. The Counsel – Institutional and Administrative provides legal advice and services in support of AIIB's internal operations and corporate governance frameworks, with a view to protecting AIIB’s interests and ensuring compliance with its mandate, policies and procedures. In particular, the Counsel – Institutional and Administrative interprets internal rules, institutional documents, and policies, and ensures that legal risks in institutional, administrative and governance areas are appropriately managed. The Counsel – Institutional and Administrative also contributes to the review and drafting of internal legal documents and supports initiatives that enhance AIIB’s internal legal infrastructure.
Responsibilites:
- Tailor legal and policy guidance to support the Corporate Secretary Vice Presidency and the Office of the President on matters related to outreach to member governments, membership admission, and governance proceedings of the Board of Governors and Board of Directors.
- Interpret AIIB’s constituent instruments and governing legal frameworks to inform decision-making across internal functions and governance bodies.
- Develop and negotiate legal instruments with Members on privileges and immunities in support of AIIB’s global presence, including arrangements for the Bank’s headquarters and overseas offices.
- Adapt legal approaches and frameworks to administrative matters across HR, Ombuds, corporate procurement, administrative services, security and emergency management, ethics and integrity, records and information management, personal data privacy, digital and external communications, and IT governance—ensuring recommendations remain aligned with evolving institutional policies and operational needs.
- Advise the Policy and Strategy Vice Presidency on partnerships and external cooperation initiatives including the Multilateral Cooperation Center for Development Finance (MCDF).
- Draft and revise legal opinions, guidance notes, and internal correspondence to address institutional, corporate and administrative legal matters.
- Align institutional documentation and policies with Bank-wide governance objectives in developing AIIB’s internal legal framework.
- Implement improvements to legal workflows and document processes, embedding innovation into institutional legal practices.
- Coordinate and collaborate with legal counterparts in MDBs and international institutions to exchange legal perspectives and align approaches to shared governance objectives.
- Demonstrate sound judgment and take ownership of legal advice and work outputs in line with institutional standards and values.
- Contribute to internal initiatives, including legal knowledge management, guidance tools, and thought leadership publications.
- Perform other assignments at the line manager’s request to further the superior performance of the functions of the Legal Department.
Requirements:
- Minimum 5 years of relevant professional experience, preferably wide-ranging experience in the relevant aspects of international organizations’ (including MDBs’) legal work.
- Excellent command of English, including drafting and negotiating legal documents in English.
- Strong analytical skills and excellent legal drafting and legal advisory abilities.
- Strong communication skills, including speaking persuasively and presenting ideas clearly.
- Intellectual leadership and strong interpersonal, diplomatic and partnership skills.
- Ability to innovate while mitigating legal risk.
- Superior level of resourcefulness, ability to work autonomously, under pressure and in a team.
- Advanced law degree and qualified to practice law in at least one jurisdiction.
