Organizational Setting

The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows\: "MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose". Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises state of the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices. 

The IAEA's Enterprise Resource Planning (ERP) system, known as the Agency-wide Information System for Programme Support (AIPS), was implemented in a multi-phased phased approach beginning in 2011 and completing in 2017. AIPS provides a single, fully-integrated solution that standardizes and improves efficiency of business processes by leveraging the Oracle ERP suite of products. AIPS encompasses 8 business domains\: finance, procurement, programme and project management, planning and budgeting, human resources and payroll, contacts, travel and events management. The AIPS Management Section (AMS) within the Division of Information Technology manages the operations, maintenance, improvements, and support for the AIPS system in collaboration with business process owners. The AMS Section consists of approximately 20 staff members and is led by a Section Head, who reports to the Director of Information Technology/CIO.

Main Purpose

The Oracle ERP Consultant (Procurement and Inventory Management) will play a key role in the delivery of IT services aimed at support and configuration of the IAEA's ERP system known as AIPS (Agency-wide Information System for Program Support) in the Procurement, Inventory, Asset Management and Contacts (Master Data) domains, specifically in Inventory Management implementation ensuring alignment with business objectives and best practices.

Functions / Key Results Expected

  • Provide Oracle Purchasing, Inventory, Contacts and Asset Management functional application and business expertise to support end users.
  • Provide application Level 2 support, including incident resolution.
  • Manage and maintain the configuration of live ERP modules in the areas of Oracle Purchasing, Inventory, Contacts and Asset Management. Ensure that solutions leverage the standard configuration settings and that the functional designs are documented.
  • Participate in the implementation of change requests (new features, new RICEFW components configuration settings, modifications to existing features).
  • Extend configuration of Oracle Inventory and related SCM modules (e.g., Purchasing, Costing)
  • Collaborate with business stakeholders to gather and analyse requirements, translating them into functional specifications.
  • Actively participate in testing to validate that the implemented features meet requirements.
  • Work closely with technical teams to support integrations and customizations.
  • Prepare functional and technical design documents of the assigned change requests.
  • Contribute to user support training, manuals, and system documentation.  

Qualifications and Experience

  • University degree in information technology, management, computer sciences or related fields.
  • Minimum of five years of progressively responsible experience in working with the implementation and support of Oracle E-Business Suite applications, preferably with more than three years' experience in Oracle eBusiness Suite Release 12.
  • Minimum 3 years of ERP end-user support.
  • Minimum 3 years of experience working with Oracle tools and technologies in trouble shooting custom applications and integrations, specially PLSQL Developer.
  • In-depth experience of working with Oracle Procure to Pay modules\: Oracle Inventory, Oracle Purchasing, Oracle iProcurement, Oracle Payables. 
  • Deep understanding of Oracle Inventory module functionalities including item setup, inventory transactions, costing, and cycle counting.
  • Strong analytical, problem-solving, and communication skills.
  • Ability to work independently and in a team-oriented, collaborative environment.
  • Understanding of Oracle Applications open interfaces and APIs.
  • Familiarity with ITIL is an asset. 

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 375, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
