Background/IRC Summary:
The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.
Job Overview/Summary:
The Clinic Supervisor will provide technical support and competency-based supportive supervision to the partner(s) health staff which includes both the mobile and static team. In addition to this, the Clinic Supervisor will also manage the IRC capacity building team. S/ He will ensure that the partner(s) emergency health team is implemented in accordance with standard protocols, guidelines and best practices. S/ He plays a key role in direct technical oversight and capacity building of IRC and partner(s) health staffs, monitoring and evaluating project quality under the direct supervision of Health Manager.
Major Responsibilities
Program Implementation, Supervision & Development
- Provide clinic (PHC and RH) technical and capacity building to partner(s) health staffs mainly to Medical Doctor(s) from partner(s) organization in accordance with IRC standard protocols and guideline.
- We are accountable—individually and collectively—for our behaviors, actions and results.
- Ensure partner’s health clinic staffs can provide quality care of primary health care services, reproductive health care services including CCSAS and long-term contraceptive provision and Integrated management of acute malnutrition services (IMAM) according to standard protocols and guidelines of MOHS, IRC, WHO and MSF guidelines.
- Conduct regular competency based supportive supervision and technical support to partner(s) mobile/ static clinic staff.
- Conduct PHC package and QRH package orientation session to new medical doctors and nurses of IRC and partner staffs.
- Organize and provide regular on the job training to partner(s) health staff based on the result of competency based supportive supervision check list.
- Assist Health Manager and Capacity Building Team to identify essential technical capacity building plan for partner(s) health staff.
- Monitor Drugs, medical supplies and commodities and RH commodities and calculate consumption forecast in coordination with Drug and Commodities Assistant and Sr. Drug and Commodities Officer based in Yangon.
Infection prevention and control of the fixed clinic and health care waste management
- Ensure adherence of the standard infection prevention and control of the mobile clinics in emergency settings by providing technical support to mobile clinic teams.
- Help in identifying and establishing proper health care waste management.
- Provide technical support on waste segregation process and disposal process in line with MOHS and WHO waste management guidelines.
Monitoring, Evaluation and Reporting
- Participate in program monitoring and evaluation.
- Participate in partner(s) mobile and static mobile clinic monthly work plan.
- Monthly program narrative report to Health Manager.
Coordination & Representation
- Assist and participate with Project Manager in coordination and relationship with health stakeholders, Health Cluster members, MoHS and EHOs at township.
- Acts as project focal during the absence of project manager.
- Work closely and coordinates with IRC operation and financial staff to ensure timely and complete program activities.

- Other duties as assigned by the supervisor.
Minimum Qualifications:
Job Requirements:
- Registered medical doctor (M.B., B.S.)
- Minimum 2 years’ experience in primary health care settings and mobile clinic activities.
- Favorable to people with experience on medical response to disaster area, surveillance, and control of communicable diseases in disaster area
- Sensitivity leadership skills and team management skill
- Strong mentorship in capacity building of local partner staff
- Adaptable, flexible, and mature in judgment
- Good assessment, analytical, planning and reporting skills.
- Have ability and motivation to travel and work long continuous days in remote IDP camps/ remote villages in Northern Shan and Kachin States
- Good English language skill (both oral and written)
- Good practice on MS package
- Understanding of medical ethic and patient education and humanitarian principles
- Good English language skill (both oral and written)
