Organizational Setting

The FAO Representation Office for Jamaica, Bahamas and Belize is responsible for developing, promoting, overseeing and implementing agreed strategies and actions for addressing food, agriculture, and rural development priorities in these three countries. It develops and maintains relations with national institutions, including government agencies, development partners, civil society organizations, and private sector institutions. The Office is a subsidiary of FAO's Sub-regional Office for the Caribbean and the Regional Office for Latin America and the Caribbean (RLC).


Reporting Lines

The Engineer will report directly to the FAO Representative for Jamaica, Bahamas and Belize, and will work closely with the designated focal point for this Project.

The FAO Jamaica Country Office team will assign a dedicated focal point that accompanies and provides all the necessary background information to the Engineer such as, drawings, pictures, etc.

The FAO Country Office team will provide all the necessary approvals and permits to the Engineer to access Country Office facilities or any other, if required.

The FAO Country Office team will provide the necessary assistance to the Engineer with country prices and costs, in order to build an accurate Estimated Budget of the Project.

Technical Focus

The Engineer will provide support to identify electrical engineering expertise within the CO that can conduct the Electrical Assessment (local due diligence and research local market).


Tasks and responsibilities

The Engineer shall provide support for performing the following tasks\: Assessment

Preliminary Review and Data Collection

• Review available building documentation, including architectural and structural drawings, previous inspection reports, assets lists and maintenance records.
• Gather information on the hurricane’s intensity and consequences (wind speeds, rain, flooding) and how it affected the building, including any observations from on-site personnel or building occupants.

On-Site Inspection and Assessment

• Conduct a detailed visual inspection of the entire building to identify signs of damage to the structure of the building, its fixtures (including systems other than the electrical system covered by the other section) and fittings, such as\:
o Cracks in walls, beams, and columns.
o Deflections or deformations in structural elements.
o Damage to the foundation, floors, and roof.
o Water infiltration and moisture damage, especially in walls, floors, and ceilings.
o Signs of material deterioration (e.g., spalling of concrete, corrosion of steel reinforcements).
o Damage to non-structural elements (e.g., windows, doors, cladding) that may or may not affect the overall stability of the building.
o Damage to furniture, equipment (electronic or nonelectronic) and other fittings

Structural Analysis

• Analyse the building's structural integrity based on observed damage and evaluate the capacity of its structural elements to continue bearing the design loads.
• Assess the impact of wind loads, uplift forces, and any foundation shifting or settlement due to the hurricane.

Report preparation and Recommendations

• Provide a detailed report with findings, which should list for each damage, defect or malfunctioning its probable cause and propose specific recommendations for repairs, replacements, or upgrades.
• Suggest additional preventive measures for future hurricane, rain, and flooding/water ingress resilience.


Retrofitting Project Design

Recommendations for Repairs and Retrofitting

• Propose recommendations for necessary repairs, reinforcements, or retrofitting to restore the building’s structural integrity.
• Identify the materials and techniques required to repair the damage and protect the building against future extreme weather events.
• Assess whether the building’s design needs to be modified or reinforced to comply with current building codes and hurricane-resistant construction standards.

Project design

• Propose retrofitting solutions based on assessment findings and best engineering practices.
• Ensure compliance with local building codes and international standards (e.g., Eurocodes, ACI, or other relevant codes).
• Prepare conceptual and detailed engineering designs, including structural calculations, materials specifications, and cost estimates.
• Provide detailed drawings (CAD/BIM models) for the redesign of the office floor plan for implementation.
• Propose a phased implementation plan, including resource requirements, estimated timelines, and risk mitigation strategies.
• Ensure that proposed solutions align with operational and safety requirements.

Minimum Requirements

• An advanced degree in civil engineering, architectural or similar;
• At least 10 years of proven experience in design, preparation and supervision of construction projects;
• Knowledge of AutoCAD required;
• Familiar with procurement procedure of the UN agencies;
• Working knowledge of knowledge of English language;
• Knowledge of the UN System in general, and familiarity with FAO work, in particular
• National of Jamaica
