Organizational Setting and Reporting Relationship
The position of Senior IT Officer (Information Security) is assigned to the Cybersecurity and Compliance Unit (ITOD-CS) within the Information Technology Department (ITD). ITD manages the information systems and technology services required for ADB's Headquarters and Field Offices. ITOD-CS sets the Information Security standards, policies, incident management, and Business Continuity approaches for Technology within ADB. The team also monitors compliance with the standards and policies within ITD.

You will be based at our Headquarters in Manila, Philippines.

You will report to Advisor, ITD and Head, Cybersecurity and Compliance Unit and/or Designated Technical International Staff and will oversee Junior team members.

Your Role
As Senior IT Officer (Information Security), you will actively drive strategic planning and decisions in ADB's IT major incident management and third-party IT risk management efforts. You will help define the strategic direction and set leadership vision and tone for major IT incident management and third-party IT risk management aligned with ADB's overall IT resilience program and the IT risk and threat profile. You will ensure continuous monitoring and alignment with ADB's risk appetite and tolerance for risk and disruption and establish clear IT major incident management goals and objectives to support ADB's Organizational Resilience Program. This activity also includes third-party IT risk management which is an intrinsic part of this role.

You will also establish and operate ADB's major IT incident management and third-party IT risk management framework. In this context, you will lead the daily planning and assessment of all related requirements to ensure operational effectiveness of technology components supporting ADB's major IT incident management and third-party IT risk management program. As part of the monitoring and review of the program's performance, you will regularly assess its effectiveness, identifying areas for improvement and ensuring alignment with evolving risks.

You will:

  • Lead ADB's major IT incident management and third-party IT risk management framework development and process execution.
  • Provide subject matter expertise on major IT incident management and third-party IT risk management processes for IT security projects.
  • Work with other ITD teams to develop technology strategies for policy implementation.
  • Design and oversee the major IT incident management and third-party IT risk management awareness program for staff, contractors, partners, and other third parties.
  • Oversee the verification of the major IT incident management and third-party IT risk management against established security baselines and reports on findings.
  • Propose changes to existing policies and procedures to ensure operating efficiency and regulatory compliance.
  • Help develop a security program that addresses identified risks and business security requirements and ensure that security-related audit findings are addressed promptly.
  • Provide input in developing budget projections based on short- and long-term goals and objectives.
  • Perform other tasks as may be assigned and reflected in your workplan.

Qualifications

You will need:

  • Bachelor's degree in information security, IT assurance, management, business or any related field, preferably with Master's Degree or equivalent.
  • At least 8 years of relevant professional experience in IT incident management and third-party IT risk management; and at least 4 years of supervisory experience.
  • Technical skills/experiences as follows
  • Proven practical experience in IT incident management process execution
  • Practical experience in third-party IT risk management
  • IT service management experience evidenced by an industry-recognized certification
  • IT third-party assurance expertise is an asset for the application
  • Successfully developed or led a team in either major IT incident management or third-party IT risk management
  • Written and verbal proficiency in English
