Context

The World Bank Group serves over 30 diverse clients in the Europe and Central Asia (ECA) region, with a population of nearly 500 million people. Clients range from large sophisticated middle-income countries to IDA countries. Although 11 of ECA’s clients have joined the EU and seven of these have graduated, most continue to remain active recipients of knowledge and/or lending services.
Staff in the Energy Global Practice in ECA typically engage with clients in in-depth technical assistance and policy discussions, design, supervision and evaluation of energy sector investment projects, and leading and participating in AAA tasks (Analytical and Advisory Activities) such as Energy Sector Policy Studies, Public Expenditure Reviews, Impact Evaluations, Country Economic Memoranda, Institutional Assessments, and Regional Studies. They also lead and participate in other multi-sectorial lending operations, including Development Policy Lending, as well as performance-based operations. Policy dialogue is concentrated on impact evaluation, the economics of the energy sector, skills for competitiveness and energy sector service delivery – including quality, relevance, efficiency, access, and financing of energy services.
The World Bank has a large energy sector portfolio in Uzbekistan, including investment projects in power transmission and distribution, district heating, and energy efficiency and several Analytical and Advisory Activities on sustainable energy solutions and energy efficiency. The Energy Sector Research Analyst will work in the World Bank Tashkent office and support the international and national energy specialists working on the energy sector in Uzbekistan.

Task description

Under the direct supervision of Senior Energy Specialist and Team Leader Irina Voitekhovitch the UN Youth Volunteer will undertake the following tasks:

• Contribute to data collection, research and analytical work on the Uzbekistan energy sector together with the energy team and under the supervision of the project lead.
• Participate in research and prepare just-in-time reports and presentations on critical areas for policy dialogue, including sustainable energy programs and global priorities in the power sector and energy efficiency in industry and building sectors.
• Contribute to drafting briefs, and reports on energy sector development in Uzbekistan as guided by the project lead.
• Research new areas of energy and energy efficiency activities and their impacts on the energy economy of the country under the guidance of the project lead.
• Support operational tasks including project preparation, implementation supervision support and monitoring.
• Join field visits with the energy missions and participate in the preparation of visit reports.
• Other duties and tasks as specified by the project lead
