Context

Providing advice is a critical part of IFC’s strategy to create markets and mobilize private investment. Through this work, we help establish the necessary conditions that will attract the most private capital, enabling the private sector to grow. IFC is shifting to a more strategic approach, systematically linking our advisory programs to the greatest needs identified in WBG country and sector strategies. We will increasingly focus on developing high-impact projects that can help our clients attract the financing they need—particularly in the poorest and most conflict-affected areas of the world.
As part of this strategic approach and with SECO’s support, IFC’s Viet Nam Supply Chain Finance Development Phase 1 (2018-24) achieved key milestones to address the need for introducing Supply Chain Finance in the country through regulatory and enabling environment support, advisory engagements with commercial banks as well as capacity building of local banks, SMEs, and anchors. Market development efforts in Phase 1 included enactment of the new Credit Institutions Law, which provides a new definition of factoring to allow both recourse and non-recourse transactions. Phase 1 was targeted at higher adoption of alternative finance solutions by FIs and corporates, as these solutions were not well understood nor popular in the market at the time of Phase 1’s commencement. Phase 1 achieved the objective of introducing these solutions to grow the business of FIs, corporates and support the financial needs of SMEs. However, FIs and corporates currently offer these solutions in an unstructured manner, which has presented challenges in building scale to realize their full impact.

While initial engagements with commercial banks in Phase 1 have successfully introduced SCF as a priority area, more work is required in Phase 2 to support implementation efforts and scale up SCF operations at banks through development support of systems, credit and risk management models, products, structures, and capacity building. Phase 2 will also introduce SCF to new market entrants, such as NBFIs and Fintechs.
The UN Youth Volunteer as Project Analyst will work with the Financial Institutions Group Upstream and Advisory team in Viet Nam, providing support to its Supply Chain Finance program phase II. As this programs also incorporates the need of sustainability, the officer will also support other critical Climate related programs in Viet Nam.

Task description

Under the direct supervision of the Financial Sector Lead for Viet Nam, the UN Youth Volunteer will undertake the following tasks:

• Direct support with projects:
o Support quality client relationships, ensuring responsive client service and enhancing new business opportunities in SCF, Climate and other critical topics for financial sector;
o Support project management including scoping, budgeting, implementation monitoring and reporting (project implementation plans, progress report, super-visor report and completion report);
o Support business planning and market assessments including focus groups;
o Support the development of high-profile documents such as strategic plans;
o Support procurement of resources such as consultants and technical advisors.
o Participate in in dur diligence process and / or analysis of client’s internal in-formation. Prepare reports on periodic financial statements, project progress reports, and other information submitted by clients;
o Conduct industry and market research and assist in IFC’s business development efforts together with the team.

• Sector-building activities:
o Support the organization and implementation of trainings and events, including (speakers and participant monitoring, catering, logistics and on-site coordina-tion)

• Data Analytics:
o Monitor existing portfolio projects as assigned, aggregating data on the portfolio, maintaining spreadsheets and analysing data;
o Assist in the creation and work with financial models, as needed;
o Participate in the analysis of client bank data and information (financial statements, policy documents, and other types of provided data and documents), as needed.

• Internal and External Communications:
o Support the preparation of presentations about clients, sector, and business development for internal and external stakeholder meetings; meeting minutes and other documents.

• Coordination among the SCF program
o Support coordination among the SCF program phase II pillars.
