EXTERNAL RELATIONS AND THE PRIVATE FUNDRAISING FUNCTION
The External Relations (ER) department is comprised of four complementary functions, including Private fundraising, in which this role falls under. To enable IRC to deliver its organizational commitments, the ER department has established a bold new approach that will enhance its ability to raise diverse and flexible funding aligned with IRC’s top priorities, while raising our profile and influence. The ER team is an international team, with colleagues in more than 10 offices globally.
Within Private Fundraising sits the Mass Markets unit. This unit is currently made up of seven teams – US, UK, Germany, Sweden, Korea, Digital & Remote Markets and our Supporter Journey and Acquisition
teams. Mass Market’s primary goal is to increase the number of sustainers we have globally, via targeted and cost-effective acquisition and by building meaningful connections with our donors to ensure we can retain them. By increasing our sustainer numbers and capitalizing on cash-giving moments we aim to grow unrestricted revenue for IRC and the people we serve.
STRUCTURE AND PURPOSE OF THE ROLE
The Senior HR and Support Functions Manager s a key support role responsible for Human Resources while providing oversight for Finance, Supply Chain, Legal, and IT within IRC Korea. This position ensures
effective administration and compliance, supporting operational efficiency and organizational growth. As a key senior manager of the South Korea team, the role deliver people management plan, and workplace culture while ensuring alignment with local regulations and global policies. Additionally, the role will oversee finance and operations functions and management of a finance staff member and work closely with internal teams, external stakeholders, and global functional partners to enhance operational effectiveness. The role is expected to work day to day management of the HR functions such as attendance management, leave management, recruitment and selection, employee insurance and payroll. They will independently lead the HR responsibilities in close partnership with Global HR, Europe and Asia to ensure that HR policies and procedures are consistent with International Rescue Committee and aligned with local labor regulations.
The position reports to the Executive Director of IRC Korea and collaborates with MiP with HR and close coordination with Finance, Supply Chain, Legal, and IT.
KEY AREAS OF RESPONSIBILITIES:
1. Human Resources & HR Business Partnering
- Develop and implement HR plan aligned with IRC’s global mission and Korea’s local regulations.
- Coordinate with Global P & C team and support ROK people plan ensuring alignment between South Korea HR initiatives and Global P & C goals.
- Oversee all HR functions, including workforce planning, talent management, recruitment, onboarding, performance management, compensation & benefits, and employee relations.
- Provide P & C resources to to ROK leadership and support managers on employee engagement, development, and retention strategies.
- Ensure compliance with ROK labor laws and IRC policies, maintaining an inclusive and equitable workplace.
- Manage payroll, salary benchmarking, and benefits administration in compliance with legal requirements.
2. Finance & Treasury Management (Oversight & Coordination Role)
- Collaborate with local finance staff and external accounting vendors to ensure financial compliance and efficient management.
- Oversee financial planning, budgeting, and reporting while receiving guidance and support from global finance teams.
- Oversee audits, tax filings, and financial reconciliations in coordination with external accounting firms.
3. Supply Chain & Procurement (Oversight & Advisory Role)
- Collaborate with Global Supply chain team and ensure procurement and supply chain activities comply with IRC’s policies and regulations.
- Oversee vendor management, contract negotiations, and office asset tracking.
4. Legal & Compliance (Liaison & Coordination Role)
- Work with internal and external legal counsel to ensure adherence to labor and regulatory laws.
- Support contract management, risk mitigation, and compliance with IRC’s global standards in coordination with OGC as needed
5. IT & Operational Support (Liaison Role)
- Collaborate with global IT teams to maintain technology infrastructure and cybersecurity.
- Ensure compliance with data protection regulations and IT security standards.
6. People Management and Learning & Development
- Supervise and support the finance staff while overseeing the potential growth of the supporting functions team as the organization expands.
- Provide coaching and professional development opportunities for team members.
- Serve as a key member of the ROK leadership team, contributing to IRC Korea’s strategic direction.
- In partnership with the country leadership provide learning and development resources and IRC performance management processes to ROK staff
- Establishing culture of learning and best practices to support the retention of team
7. Staff Wellbeing
- Ensure staff are advised and understands all means available within the organization for their wellbeing
8. IRC Way Implementation
- Ensure all IRC Way initiatives and communications in ROK are provided to staff on a timely manner.
- Conduct IRC Way orientation for new staff.
- Lead effectiveness of IRC Way Day activities in coordination with IRC Way Day Ambassadors.
9. Policy compliance – IRC way policies
- Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported. The reporting of violations is an obligation on the part of all staff members.
- Assist where vital in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers
OTHER RESPONSIBILITIES:
- To comply with the culture and policies governing IRC Korea.
- To represent IRC in a manner that ensures appropriate communication with our supporters and stakeholders.
- To develop and maintain a positive working relationship with other departments and teams in IRC Korea and IRC globally.
- To attend meetings, conferences, and training courses as directed.

Qualifications and Experience:
Essentials:
- Minimum 6 years of experience in the area of Human Resources
- Strong experience in country payroll and adhere to country specific statutory deductions
- Experience in managing finance and Operations functions including budget management
- Ability to manage and drive multiple functions in a small office
- Strong organizational and time management skills, team-player but also able to work independently
- Ability to manage HR functions strategically while supporting finance and operations.
- Fluent Knowledge of English and Korean
Preferrable:
- Experience working in NGOs or non-profit organizations
Key Competencies & Skills:
- Proficiency in managing HRIS (Human Resources Management system)
- Understanding on Financial Management system or Integra
- Excellent interpersonal and communication skills.
- High level of integrity, professionalism, and adaptability.
