The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries worldwide, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI’s Impact and Evaluation Unit (IEU) plays a pivotal role in supporting GGGI to accomplish its objectives. The IEU’s purpose, derived from GGGI’s legal framework and strategic directions, is to:

  • Promote a culture of results-based management and continuous improvement for the achievement of GGGI’s objectives and strategic goals;
  • Enhance program and project monitoring for adaptive management and decision making, as a prerequisite ensuring quality of delivery and creating impact at speed and scale;
  • Deliver high-quality evidence and insights from evaluations to improve operational performance and contribute to the dissemination of knowledge and learning on green growth; and
  • Enhance accountability and transparency of GGGI’s operations to its stakeholders, including direct beneficiaries, government and resource partners, and Members of GGGI.

 

POSITION SUMMARY

IEU is seeking to recruit a Senior Associate, Impact and Evaluation, to strengthen the methodological and analytical quality of evaluations and rapid assessments. Under the guidance of the Head of the Impact and Evaluation and designated supervisors, the Senior Associate will,

 

PURPOSE

  • Strengthen the use of digital technologies to enhance monitoring, evaluation, and learning (MEL) functions and processes;
  • Enhance knowledge and capacity to assess the evaluability of projects, programs, policies, and strategies;
  • Increase the quality – including relevance, validity, reliability, accuracy, and ethics - of data and evidence collected for evaluations and rapid assessments;
  • Support the identification of trends and gaps from data and evidence for the articulation of evaluative findings and learnings.

 

 

ENGAGEMENT

  • Engage with the IEU team to identify information needs from the dashboards supporting IEU’s evaluation strategy and workplan;
  • Collaborate with evaluation managers to understand and anticipate IEU teams’ expectations regarding quality and deadlines for delegated tasks;
  • Partner with GGGI teams being evaluated to understand the specifics of GGGI’s operations that will be evaluated, the context, the theory of change, and progress in implementation; and
  • Consult with GGGI’s Technology Service Unit to develop a solid understanding of GGGI’s information systems and database structures needed to curate dashboards.

 

DELIVERY 

  • Lead the design and development dashboards supporting the design and implementation of evaluation processes;
  • Conduct evaluability assessments to inform the design of evaluations and rapid assessments terms of references;
  • Support the articulation of appropriate methods for evaluations and rapid assessments, and ensure the coherence between evaluation matrices and data collection tools;
  • Develop surveys and interview/focus group discussion protocols to collect evidence in response to evaluation questions;
  • Code and analyze qualitative evaluation data to support the identification of key themes, patterns, and insights;
  • Manage specific evaluation and rapid assessment workstreams, such as the development of portfolio analyses and case studies;
  • Draft sections of evaluation and rapid assessment reports and their supporting technical appendices;
  • Develop syntheses of evaluations and rapid assessments, and other evaluation-related materials, using methods agreed upon with supervisors;
  • Identify risks and issues related to the delivery of tasks, propose and implement mitigating actions;
  • Perform other related duties assigned by the Head of Impact and Evaluation.

 

REQUIREMENTS

QUALIFICATIONS

  • A bachelor's degree in a field related to qualitative/ quantitative analysis, policy studies, and/or communications would be a distinct advantage; a master’s degree would be a distinct advantage;
  • At least four years of relevant work experience, such as development and economic sector, within an international organization, development agency, governmental or non-profit sector; and
  • Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language would be an advantage.

 

FUNCTIONAL

Data analysis

  • Demonstrated experience designing and developing interactive dashboards using tools such as Power BI to inform programmatic and strategic decision-making;
  • Proven ability to translate complex datasets and performance indicators into intuitive visualizations that meet information needs of technical and non-technical stakeholders;
  • Experience in collaborating with cross-functional teams to gather user requirements, validate data sources, and iterate dashboard features to improve usability and relevance;
  • Demonstrated experience in coding qualitative data from interviews, focus groups, or other sources to identify key themes and patterns relevant to evaluation questions.

Evaluation design

  • Proven ability to assess the strength and logic of results frameworks or theories of change, and to provide recommendations to improve evaluability and alignment with intended outcomes;
  • Demonstrated experience conducting evaluability assessments to determine the readiness of programs and projects for evaluation, including clarity of objectives, availability of data, and feasibility of methods;
  • Demonstrated experience in designing and reviewing survey instruments, including sampling strategies, question design, and data collection protocols to ensure methodological rigor in evaluations; and
  • Demonstrated experience supporting the design of program and project evaluations, including development of evaluation frameworks, methodologies, and data collection tools.

Evaluation synthesis

  • Demonstrated experience supporting the design and implementation of meta-evaluations or synthesis reviews, assessing the quality and comparability of multiple evaluation reports.
  • Proven ability to extract, code, and analyze findings, conclusions, and lessons from a portfolio of evaluations to identify patterns, gaps, and cross-cutting insights.
  • Experience developing synthesis products—such as meta-evaluation summaries, learning briefs, and presentations—that communicate findings to both technical and strategic audiences.
