Functional Responsibilities
The ICT Specialist will, in collaboration with other team members, be responsible for developing the methodology for assessing the ICT capacities in the judiciary institutions of Montenegro, the conduct of the assessment, and provision of support in the implementation of initial activities and improvement of ICT capacity of MoJ and judiciary.
The methodology will be developed with the MoJ and other national stakeholders. It will entail visits to selected locations to collect information and data about the existing conditions of ICT in the MoJ and its administration, courts, prosecution, and prisons. The ICT assessment will encompass analysis of existing software and hardware solutions, in coordination with the MoJ and with the involvement of all relevant beneficiary institutions.
Key Responsibilities:

Develop the methodology for the assessment of the information systems and ICT infrastructure in the judiciary through a consultative process.

Conduct site visits to the MoJ, Judicial and Prosecutorial Councils, courts, State prosecution offices, and other locations defined by PM and beneficiary, in coordination with the MoJ and with the support of the project team.

Conduct desk research and legal analysis related to the conduct of the ICT assessment.

In collaboration with beneficiary institutions, collect data on existing ICT infrastructure (hardware and software).

Conduct a detailed analysis of the judicial system's existing software and hardware solutions, identifying areas for future investments.

Prepare a Comprehensive Assessment Report, including recommendations for improvement of information systems and ICT infrastructure.

Provide subject-matter advice for future improvement, modernisation and ICT investment in the judiciary.

Contribute to the development of technical specifications related to ICT and participate in the evaluation of offers.

Contribute to project reports and plans, risk, issue and quality management.

Contribute to the identification of lessons and knowledge management.

Perform other duties as required and in line with the scope of services.
Education/Experience/Language requirements
- An Advanced University Degree is required, preferably in Information Technology, or related fields.
- University Degree (bachelor’s degree / first level) with a combination of two additional years of relevant professional experience may be accepted instead of the Advanced University Degree.
- A driving license is and asset.
- A minimum of five years of experience in ICT systems and infrastructure analysis is required.
- Experience with assessments, projects, and actions related to the judicial system and high-security facilities is an advantage.
- Experience in Montenegro or the Western Balkans region is an asset.
- Experience engaging with governmental institutions, international organisations and donors is an asset.
- Fluency in English and Montenegrin (speaking, reading and writing) is required.
