Functional Responsibilities

Under the overall supervision of the Partnerships Advisor (Humanitarian and Development Coordination), the Partnerships Senior Officer will be responsible for the following duties:

Coordination and Planning:

  • Support the logistical aspects of coordination across stakeholders through the HCCT and Inter-cluster Coordination Group (ICCG) to support preparedness and response efforts related to climate-induced and natural disasters and the Rohingya response working closely with RCO colleagues to strengthen the link to the broader sustainable development agenda. 

  • Support the logistical aspects of liaison between the agency and its donor partners to ensure donor funding is aligned with the UNSDCF, humanitarian response plans, and other strategic frameworks, maximizing impact and coherence.

  • Help Organize the logistical aspects of Donor Coordination Forums: Plan and coordinate the organisation of forums that bring together key stakeholders, facilitating information exchange, program updates, and feedback. These forums foster transparency, mutual understanding, and stronger working relationships among stakeholders.

  • Support the development of response plans and appeals by providing coordination, research, and drafting assistance under the supervision of the Country Manager. This includes compiling inputs from stakeholders, preparing background materials and data, assisting in drafting sections of appeals and related documents, and tracking timelines and submission requirements for humanitarian pooled funds such as CERF. 

Donor Relations and Engagement:

  • Assist in supporting the Local Consultative Group (LCG) by helping organize meetings, compiling inputs, preparing background materials, and facilitating information sharing among stakeholders including UN Agencies, multilateral and bilateral organizations, financial institutions and the Government.. Provide logistical and coordination support to promote effective collaboration on development issues, under the guidance of Partnerships Advisor. 

  • Help carry out donor relations and engagement through the Local Consultative Group (LCG) and act as a liaison between the  stakeholders on humanitarian response, preparedness and early warning and the link to resilience, early recovery, climate adaptation and the efforts of international financial institutions. This consists of ensuring effective communication channels, timely responses, and coordinated follow-up with stakeholders to foster strong, sustainable partnerships.

  • Provide coordination and logistical support for partnership efforts: Assist senior staff in maintaining collaboration with donors, foundations, and private sector partners by preparing background materials, tracking partner engagement activities, and supporting communication and information-sharing efforts that help align donor priorities with UNSDCF objectives.

  • Provide logistical and administrative support for donor briefings, meetings, and field visits: Assist in organizing schedules, preparing background materials, coordinating logistics, and supporting documentation to ensure smooth implementation of donor engagement activities.

Advocacy and Resource Mobilization:

  • Support the development of Resource Mobilization Strategies: Support the development of resource mobilization strategies by compiling background information, case studies, coordinating inputs from relevant teams, and assisting in the preparation of draft content to ensure alignment with the UNSDCF and national priorities  
  • Help to identify and Funding Opportunities:  Assist in identifying funding opportunities by conducting research and gathering relevant information. Support programme teams by providing input and coordinating the preparation of proposal materials to help ensure quality and alignment with donor requirements

  • Facilitate Effective Fund Disbursement: Act as the liaison between stakeholders to ensure funds are disbursed in a timely, efficient manner. Monitor the fund disbursement process to address any delays or bottlenecks, ensuring resources are available for prompt programme implementation.

  • Produce drafts of a range of advocacy materials including briefing notes, talking points, speeches and presentations for partner audiences for review by the partnerships advisor.

Monitoring, Reporting and Information Management:

  • Support the tracking and Reporting of Donor Contributions and response implementation: Assist in the management of systems for tracking donor contributions and financial commitments, ensuring accurate and up-to-date records. Regularly review these records to keep stakeholders informed of the current financial landscape.

  • Prepare High-Quality Reports and Proposals: Draft or contribute to reports, briefing papers, case studies, policy documents, and presentations that effectively communicate programme impact and align with donor reporting requirements. Tailor these documents to clearly highlight the significance and outcomes of donor contributions.

  • Ensure compliance with Donor Requirements: Help monitor all reporting activities to ensure compliance with donor requirements, including adherence to deadlines and specified formats. Collaborate with relevant teams to gather necessary information for timely, accurate report submission.

Education/Experience/Language requirements

a. Education

  • A master’s degree or equivalent in political science, social sciences, public administration, international studies, economics, engineering, earth sciences, or a closely related field is an asset.

  • A Bachelor's Degree with 2 additional years of relevant experience may be accepted in lieu of the master's degree. 

b. Work Experience 

  • A minimum of two years of progressively responsible experience in fields such as development programming, humanitarian coordination, communications, resource mobilization, donor relations, or fundraising is required.

  • Prior experience within the United Nations system or another international organization, foundation, or a similarly structured global institution is highly desirable, as it brings valuable perspectives and familiarity with multilateral operations, standards, and protocols.

c) Languages:

  • Fluency in English is required.

  • Working knowledge of another UN Language is an advantage
