Dans ce scénario difficile, le développement de partenariats est un aspect crucial pour la réalisation des objectifs du PNUD et l'engagement de différentes institutions parmi les secteurs privé et public.

Context

The Embassy of Japan in Gabon, the United Nations Development Programme (UNDP) and the Ministries of Justice and Institutional Reform of the Transitional Government of Gabon have signed a partnership agreement for a project entitled Promoting accountable, effective, and inclusive justice sector in Gabon. Its aim is to strengthen independent and transparent institutions through a comprehensive reform of the justice sector in Gabon. In addition, the partnership aims to improve access to justice and respect for human dignity. The project will develop and implement citizen-centered justice mechanisms, promote transparency and a more efficient justice system, using a people-centered approach to justice and other innovations developed by UNDP.
The objectives of this projet are to support Gabon to reform its judicial and rule of law institu-tions by addressing the shortcomings identified in the Gabonese judicial system. The project aims to boost initiatives already undertaken by the Committee for the Transition and Restora-tion of Institutions (CTRI) through three main fundamental axes that will carry out a series of reorganizations in favor of the justice sector, to make it more efficient, accountable, and fair. Specifically, this will involve (1) Enhancing justice access though the construction and reha-bilitation of justice infrastructure (2) Strengthening the competence, integrity, and reliability of the system with in-depth capacity building of judicial staff and digitalization processes and (3) contribute to the national transition with stronger rule of law and democratization pro-cesses.

Task description

Under the direct supervision of Assistant to the Resident Representative, Program Officer, the UN Volunteer will undertake the following tasks:

Digital & Innovation
• Knowledge of how digital inclusion works opportunities and challenges for governments and society.
• Knowledge of how they work, understanding of the opportunities and challenges for governments and society.
• Ability to design and lead digital product development including testing, ongoing product iteration, product strategy and delivery.


Business Direction & Strategy
• Ability to use objective problem analysis and judgement to understand how interrelated elements coexist within an overall process or system, and to consider how altering one element can impact on other parts of the system.
• Foster digital and tech integration and policy innovations in various thematic areas with focus on advancing smart, rights-based and inclusive digital governance and digital ecosystems.
• Advise on the identification and mitigation of potential digital risks and threats related to advanced technological solutions, applications and issues such as artificial intelligence, cybersecurity, data privacy, misinformation and disinformation, among others.

Business Management
• Ability to plan, organize, prioritize, and control resources, procedures, and protocols to achieve specific goals.
• Ability to communicate in a clear, concise, and unambiguous manner both through written and verbal communication; to tailor messages and choose communication methods depending on the audience.
• Ability to manage communications internally and externally, through media, social media, and other appropriate channels.
• Harness and mobilize the regional Digital Advocates Network (DAN) and digital focal points in the region as a strong knowledge network and active part of the global digital community of practice, towards ensuring robust capabilities on digital transformation at CO and regional levels.
• Support cross-regional exchange of knowledge by collaborating with policy teams in HQ and Regional Hubs to research, develop and share knowledge-based tools, guidance and case studies to help influence/advance policy dialogues on digital transformation in the region.
Partnership management
• Ability to engage with a wide range of public and private partners, build, sustain and/or strengthen working relations, trust and mutual understanding.
• Support the mobilization of digital partnerships and resources to advance digital trans-formation in the region, including preparation of proposals, donor briefings, reporting, ad-vocacy and information-sharing.
• Establish strategic partnerships with tech companies and solutions providers, private sector, civil society, academia and the private sector, with a focus on advancing ap-proaches, solutions, insights and innovations to advance digital transformation.
Furthermore, UN Volunteers are required to:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day).
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.
• Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
