Job Description
In Viet Nam, since its establishment in 1987, IOM has been responding to evolving migration dynamics through a comprehensive approach to migration management, focusing on migration governance and policies, migrant protection and assistance, labour migration, as well as preparedness and resilience.
Under the overall supervision of the Chief of Mission, the direct supervision of the Head of Projects and Partnerships, and in coordination with the Monitoring Evaluation and Learning Project Officer, the incumbent will provide specialized support to the Information Management (IM), Monitoring and Evaluation (M&E), and Reporting sections, based on the needs of the IOM Viet Nam Country Office.
Responsibilities
- Support the development and implementation of M&E plans and tools for projects across all programme units, ensuring linkages to various existing frameworks including global and regional strategy, inter-agency (UN) frameworks, among others.
- Review result frameworks for new projects and conduct periodic review of existing projects’ result frameworks.
- Support the collection, maintenance, compilation, analysis, visualization of project data and information for regular institutional and external reporting as well as for ad-hoc requests.
- Assist in the design, implementation, and review of thematic assessments, surveys, and operational research.
- Keep track of the status of indicators set for projects/programmes/strategies, including IOM Strategic Results Framework (SRF) indicators.
- Provide quality control support for the M&E related sections of reports.
- Support training and provide technical support to programme staff, implementing partners, and supervised staff to promote consistency and quality of M&E across projects and units.
- Participate in specific field monitoring visits as assigned to support data collection according to the monitoring plans and tools.
- Support related UN coordination efforts, including participating in inter-agency M&E working group meetings and providing information on behalf of IOM Viet Nam in response to requests.
- Keep abreast of developments in IOM’s Evaluation and Monitoring and Results-based Management to ensure compliance for institutional monitoring and reporting requirements, including for the SRF, the Institutional Questionnaire, and PRIMA.
- Perform other related duties as assigned.
Qualifications
- Master’s degree in Social Science, Development Management or Planning, Statistics, or any related field from an accredited academic institution; or
- Bachelor’s degree in the above fields with minimum two years of relevant professional experience.
- Experience contributing to the design and implementation of M&E plans and tools
- Experience conducting or supporting evaluation
- Experience conducting statistical data analysis and visualization
- Familiarity with KOBO and other data collection tools
- Experience working with the UN and/or international organizations as advantage
- Excellent communications skills, both written and oral
- Ability to work collaboratively with internal and external entities.
- High organizational skills and ability to deliver under time pressure
- Skills in IM and developing/maintaining dashboards as advantage
- Knowledge of UN and IOM frameworks and strategies; an advantage.
