General context of the project
The humanitarian situation in the DRC remains complex and has generally deteriorated in recent years, consisting of multiple overlapping crises, particularly in the eastern provinces of the country, which are facing endemic violence and armed conflict. Insecurity has led to widespread and repeated displacement. The impact of violence on civilians is a major concern, with regular violations of human rights and international humanitarian law, including targeted attacks against civilians and a high prevalence of gender-based violence.
INTERSOS has been present in the DRC since 2010 and is currently working in Ituri, North Kivu, South Kivu, and Haut Uele through protection programs, including protection monitoring in partnership with the Humanitarian Fund and UNHCR, and nutrition programs in partnership with WFP and UNICEF.
General purpose of the position
In close collaboration with the Head of Mission, the Program Coordinator and the Headquarters Medical Unit, define and implement the mission's medical strategy. Be responsible for planning and coordinating all medical activities and resources of the mission, in accordance with the INTERSOS charter, policies and ethical principles, taking into account international and national protocols, in order to ensure the provision of quality medical care to patients and their communities as well as to improve the health and humanitarian living conditions of the target population.
Main responsibilities and tasks:

Responsible for defining, implementing, and updating the medical content of INTERSOS's country medical strategy by translating identified health needs into a strategic medical vision and the project objectives, priorities, and resources required to meet the medical and humanitarian needs of at-risk populations.

Overall responsibility for the relevance and quality of medical interventions delivered within INTERSOS projects and the responsibility to identify and work to eliminate barriers to improved patient safety, effective medical care, and improved patient-centeredness.

Ensure continuous monitoring of medical and humanitarian needs in the Mission country in new intervention areas or in areas where INTERSOS is already present through exploratory missions, monitor and review project proposals, and determine the necessary resources in order to define health and nutrition priorities and potential new programs to cover the medical and humanitarian needs of the at-risk population.

Coordinate with the Medical Unit to validate the project proposals he designs for submission to international donors and private foundations.

Responsible for supervising and monitoring the technical medical aspects, humanitarian needs, and in coordination with the Logistics and Supply Coordinator, the material aspects of the programs through regular field visits, analyzing difficulties during implementation and reporting discrepancies as they arise, in order to proactively provide the necessary solutions and achieve operational results.

In close collaboration with the HR department, participate in the Planning, defining, and sizing the mission's healthcare workforce and overseeing associated processes (recruitment, validation of medical personnel, training/onboarding, assessment, potential detection, development, and internal/external communication). Directly supervising and supporting medical teams in the implementation of medical activities, ensuring compliance with internal protocols as well as those of the local ministry and the health department.

Responsible for defining and sizing other resources (pharmacy and medical equipment management in collaboration with logistics) and timelines, procedures, and protocols. Ensure the preparation of all medical orders in collaboration with the logistics and procurement department and the submission of all medical purchase requests. Be responsible for the proper management of the pharmacy in the mission and oversee the use of the inventory management system (IMS) by medical staff, including projects. Provide reports on the progress of the mission from a medical perspective, as needed.

Represent INTERSOS with local medical authorities and ensure constant presence and active participation in health and nutrition coordination forums (cluster meetings, other technical coordination meetings) and maintain regular contact with other mission counterparts (NGOs, local organizations, donors, authorities) in order to broaden the analysis of the medical-humanitarian situation, strengthen the impact of the medical intervention and support advocacy actions.
Required profile and experience
Education

Postgraduate degree in medicine or other paramedical studies. Specialization in tropical medicine or a diploma in public health is desirable.
Professional Experience
-
Minimum 3 years of relevant professional experience as a medical referent in the humanitarian sector, particularly in humanitarian contexts.

Demonstrated experience with compliance and reporting for various funders.
