Overview of position

Introduction / background:

  • Yemen is one of the world’s most climate vulnerable countries & ensuring resilient recovery is crucial to plan & prevent future climate risks from triggering the next wave of crises. Factoring in future climate risks is key in resilient recovery approaches, particularly by using solar solutions to close the energy gap. Yemen is a signatory to the Paris agreement on climate change, having submitted its Intended National Contributions (INDC) in 2015. 

  • Sustainable energy actions, including renewable energy, energy efficiency & energy access are among the major actions proposed under Yemen’s NDC to achieve its commitments under the Paris agreement. Yemen’s NDC includes a 14% GHG emission reduction target below BAU by 2030, comprising a 1% unconditional target & a 13% conditional target. This study will explore ways in which this investment plan can help contribute to achieving the country’s commitments under the Paris agreement through recovery in the energy sector.  

  • The proposed project will promote innovative solutions for expanding the application, use of solar energy & engaging of women in small solar businesses. Vulnerable women & women headed households will be supported in developing & managing solar businesses, enabling sustainable income generation, contributing to recovery & maintenance of social delivery services.  

  • The project has been designed to promote renewable energy applications, uses for basic household needs & lighting. It will engage vulnerable women in business creation, addressing the energy needs of vulnerable communities & energy markets. 

Project objective:

  • The “empowering Yemen women catalysing on renewable energy” project aims to promote innovative solutions for spreading the application & use of solar energy & enhancing the engagement of women in small solar businesses. Vulnerable women & women headed households will be supported to develop & manage solar businesses, enabling sustainable income generation as well contributing to recovery & maintenance of social delivery services. 

  • The project promotes the spread of renewable energy applications to cover the needs of basic household activities & lighting. It will engage vulnerable women in business creation, addressing the energy use needs of vulnerable communities & energy markets. 

  • Our client has partnered with For All Foundation as a local implementing partner to implement the project activities in Alqatn district in Hadramout & Alqabaitah in Lahj.

  • The implementation started on December 2024 & the project successfully selected & trained 375 women to launch micro businesses, equipped & trained 31 local Trainers with vocational skills for producing solar lanterns, ovens & refined its focus to these key products based on local needs. Business, life skills & vocational training are complete, with each woman receiving a production toolkit & initial materials. 

  • Procurement of further inputs is progressing & a survey of 21,000 potential beneficiaries has informed the current production phase, where 21,000 solar lanterns & ovens are being assembled for distribution to vulnerable families. This activity is planned to be completed in August 2025.

Objective & purpose of the positions:

  • Our client seeks to recruit 7 local Field Monitor's to monitor the production & distribution activities in both Alqabaitah & Alqatn. 

  • The specific purpose of the assignment is focused on the following activities & indicators:

Role objectives

The Field Monitors will work closely with the Implementing Partner (IP) team in both Alqabaitah & Alqatn to support the effective delivery of project activities, with a focus on the following tasks:

Item production:

  • Monitor & ensure the quality of produced items, with particular attention to solar ovens.

  • Support the availability of all required production materials & ensure no items are missing.

  • Collaborate with IP Advisors to gather & address any technical or logistical issues reported by women led microbusinesses.

Item distribution:

  • Develop & share a detailed distribution plan for the targeted areas in coordination with other Field Monitor's.

  • Coordinate with the IP team, their advisory staff & microbusiness owners to ensure smooth & efficient distribution of solar lanterns & ovens to targeted households.

  • Provide weekly progress reports on distribution activities or as requested by the our clients project team.

  • Document the distribution process, including photos & collaborate with our clients team to develop success stories.

  • Engage with beneficiaries to listen to their feedback & concerns, including any complaints raised & work independently or in coordination with the IP team to address them effectively.

Additional responsibilities:

  • Perform any other tasks as assigned by our clients project team, in alignment with the project’s objectives & evolving needs.

The consultants are required to submit the following using the official project templates:

  • Weekly monitoring report. Summary of weekly monitoring activities for production & distribution.

  • Monthly production & distribution report. List of items produced & distributed to targeted families.

  • Items produced & distributed. Report successful production & distribution for at least 90% of the planned solar items to targeted households.

  • Documentation materials. Photos of micro businesses & distribution events, including notable cases.

  • Final comprehensive report. Impact assessment covering the scope of work & its contribution to project outcomes.

Project reporting
  • The Field Monitors will work closely with the Implementing Partner (IP) team in both Alqabaitah & Alqatn.

Key competencies
  • University degree or vocational certificate in electricity, mechanics, electronics, information technology or a related field is preferred.

  • Applicants with a high school diploma or other certificates are also encouraged to apply if they possess relevant background are also welcome to apply, provided they meet the required experience criteria.

  • A minimum of 4 years of working experience in field support for vulnerable communities including women, IDPs & marginalized people in rural areas.

  • Experience in working or evaluating similar projects.

  • Experience in working with NGOs & / or private sector.

  • Experience in field monitoring & evaluation in rural areas.

  • Prior experience in solar energy projects will be regarded as a significant advantage.

  • Field experience in the targeted areas is considered a strong asset.

  • Willing & be able to travel freely throughout the district without restrictions. 

  • Good information technology skills, including Microsoft Office software packages (Word, Excel etc.) & web based sharing platform & applications.

  • Familiar with the local community's habits, values & be able to demonstrate respect for them in their work.

  • Strong interpersonal skills, courtesy, tact & ability to work effectively with people of different national & cultural background.

  • Ability to interpret & analyse a wide variety of project issues, statistical information, to maintain accurate & precise records.

  • Ability to communicate in a team with people from different cultural & ethnic backgrounds to achieve common goals.

  • Ability to work systematically, use initiative, good judgment & to communicate complex matters both orally & in writing.

  • Use of own discretion to address unforeseen situations seeking advice from & / or reporting to supervisor as applicable.

  • Experience in preparation of reports, overviews & documenting field missions.

  • Fluency in Arabic (oral & written) is required & advanced English knowledge is a strong asset.

  • The final payment will be processed upon confirmation that 90% of the solar item distribution to targeted families has been completed & all assignment deliverables have been submitted.
