Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Project Manager.
About the job
The Project Manager is responsible for the design, planning, implementation, management, coordination, and reporting of DRC’s economic recovery projects, which aim to enhance the self-reliance and resilience of Saharawi refugees. The Economic Recovery Project Manager will liaise with DRC staff across departments, implementing partners, and local stakeholders to ensure compliance with DRC and donor guidelines and standards. She/he will support the Programme Manager for the Saharawi Response in developing strategies for the DRC Livelihoods’ response in the Saharawi refugee camps and Western Sahara, EoB.
Your main duties and responsibilities will be:
Programming and Project Lifecycle Management

Planning, implementation, and leadership of DRC’s economic recovery programme in the Saharawi Refugee Camps, including provision of strategic guidance to economic recovery programme staff on the overall objectives and strategy, in coordination with and as agreed with the Programme Manager for the Saharawi Response.

Take a lead role in contributing to developing the economic recovery strategy.

Coordinate and lead needs assessment, market studies, baseline/endline evaluations, and other quantitative/qualitative research tasks (including data collection and analysis), as and when required.

Lead the development of concept notes, logical frameworks, and proposals, as needed.

Plan, supervise, and ensure quality and timely implementation of all economic recovery project activities in the field.

Ensure compliance with DRC's programmatic procedures and standards, per DRC’s programme and operations handbooks and data protection policies.

Develop and utilize tools and resources for effective project lifecycle management, including project work plans, task management matrix, monthly work plans, etc.

Undertake field monitoring visits to monitor project implementation and support the economic recovery project team in resolving issues, providing solutions, and implementing modifications as required.

Assist in the identification of strong local/international partners and potential programme synergies to develop for future opportunities

Support designing and implementing an integrated approach with other DRC programmatic components (e.g., Protection, Humanitarian Mine Action, Advocacy, etc.).

Support developing and implementing strong and responsive monitoring, evaluation, accountability, and learning systems for the economic recovery programme, including design and rollout of M&E tools and processes, information management systems, and databases to measure programme quality and impact.
Representation and coordination
-
Develop and strengthen relationships with potential local partners, stakeholders, and communities to maintain trust in DRC’s professional standards and quality of work among all stakeholders.

Economic recovery project focal point, responsible for managing relationships, negotiations, and communication efforts with partner INGOs and local partners/stakeholders in all project design and implementation phases.

Regularly update the mapping of stakeholders implementing Livelihood projects in the area of responsibility.

Ensure a high level of coordination with internal stakeholders, including DRC Programme, Procurement, and Finance departments.

Ensure a high level of collaboration and coordination with external stakeholders, including Saharawi authorities, the Algerian government, INGOs, and key UN partners, including active participation in the livelihoods working group.
Operations
-
Contribute to effectively implementing all operational support activities, including administration, finance, and supply chain, to ensure smooth and timely project implementation. In all matters, comply with internal directives and policies, as communicated by the Area Manager and the relevant support departments
Reporting
-
Produce comprehensive, quality, timely reports for donors, humanitarian partners, and authorities.

Provide weekly/monthly project briefings to the Programme Manager for Saharawi Response.
Budget Management
Ensure the effective financial management of all economic recovery projects/grants, including planning and authorizing expenditures as per the existing budget, reviewing cash books and BFUs, and producing regular budget and expenditure forecasts and budget revisions.
Ensure effective and efficient utilization of livelihoods program resources through monitoring and tracking expenditures against budgets, anticipating over/under spending, and participating in monthly BFU monitoring meetings.
Staff management, training & capacity development
Coordinate and lead the economic recovery team in the effective and timely implementation of livelihood projects.
Develop the economic recovery team's technical and professional capacities through training, coaching, mentoring, and on-the-job learning.
Continually assess the capacity-building needs of the economic recovery team and lead the development and monitoring of individual capacity-building plans for each team member.
Support the effective management of economic recovery projects’ human resources by assisting in drafting/reviewing ToRs, coordinating staffing plans, and leading human resource processes related to leave, recruitment, and appraisals.
Ensure that key local stakeholders have the necessary technical capacity to fulfil their responsibilities through ongoing support, coaching, on-the-job learning, and formal training, as and when relevant.
Other
Conduct other tasks as requested by the Base manager and ALT Programme team for effectively implementing DRC’s projects, including support to capacity-building activities and other duties.
About you
To be successful in this role we expect you to have at least a three years’ experience managing or supervising economic recovery projects. Moreover, we also expect the following:
Required

Strong experience in project lifecycle management, including project design, implementation, monitoring & evaluation, reporting, data management, and budgeting.

Project management experience in displacement contexts, including in protracted situations.
-
Experience in social work, humanitarian intervention, community development, business support/microfinance, or any other relevant field is desirable.

High level of computer literacy.

Excellent organizational and time management skills.
-
Strong interpersonal skills and good communication channels with relevant stakeholders.

Fluency in written and spoken English and Arabic

University Degree or higher education in Business Administration, social sciences, economics, political sciences, development, or any other related field.
