Security Communications & Operations Support

  • Establish, operate, and maintain standard IRC communications systems and procedures, including HF and VHF radio networks, ensuring continuous and secure communication between field and office teams.
  • Provide first-line technical support and guidance to security personnel and other staff on communication tools and equipment usage.
  • Continuously monitor all assigned communication channels (IRC, UN, and other humanitarian partners) to ensure uninterrupted connectivity and rapid response to emergencies or operational requirements.
  • Track staff movements and vehicle convoys in real-time, maintaining detailed movement logs and ensuring compliance with established safety protocols.
  • Send timely and accurate SMS alerts to IRC personnel in Kabul and field offices regarding security advisories, incident updates, or movement approvals.
  • Monitor CCTV systems continuously and report any suspicious activity, security breaches, or irregularities to the Security Officer immediately.
  • Promptly report all security incidents, threats, or concerns affecting IRC personnel, assets, or operations to the supervisor in accordance with established procedures.
  • Maintain situational awareness by gathering, analyzing, and reporting on local and regional security developments and emerging threats.

Coordination & Information Management

  • Facilitate effective internal and external information flow by serving as a key communication link between field teams, the main office, partner organizations, and relevant humanitarian actors.
  • Ensure a clear understanding of roles, responsibilities, and communication protocols among IRC staff and partners.
  • Assist in establishing and maintaining incident reporting mechanisms to document security-related events in a timely and organized manner.

Training & Capacity Building

  • Conduct basic orientation and training sessions for new and existing staff on communication protocols, emergency procedures, and the use of radio and security systems.
  • Support the professional development of field teams by participating in relevant internal and external training opportunities.

Systems Maintenance & Technical Oversight

  • Ensure all communication systems, including radios, phones, and tracking tools, are functional and maintained in good working order; coordinate repairs or replacements as needed.
  • Maintain an updated inventory of communication and surveillance equipment and ensure appropriate distribution and use in coordination with logistics and security teams.
  • Any other relevant task assigned by the supervisor

Minimum Qualifications:
  • Two years or more of experience with INGOs. Security and communication-related experience is preferred.
  • 14th Grade, University degree is preferred.
  • Technical competency and training experience in field-based communications systems (such as HF/VHF, Thuraya/Mobile satellite systems)
  • Excellent diplomatic, communication, and reporting skills
  • Fluency in Dari, Pashtu, and English (written, spoken, comprehension)
  • Computer skills (including MS Word and the internet)
  • Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background
