The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North.Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

The International Rescue Committee (IRC) have been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.

SCOPE OF WORK:

Under the supervision of the WPE manager, this position based in ALdhle 70% and Lahj 30%. The WPE c Response Officer will be responsible for the implementation, and quality of the ALdhale WPE response team in the Women and Girls Community Center (WGCC), mobile teams and Safe Spaces located in the Health Facilities and IDPs camps while working in close collaboration with the IRC team and WPE local partners in ALdhale and Lahj governorates.

JOB SUMMARY:

This position will cover the response services in WGCC, field and all Safe Spaces, will be responsible for monitoring and support the case workers in provide the professional case management in WGCC, mobile safe spaces. This position will make relations with IRCs HT and other sectors to collaboration the support. In WGCC and the WPE mobile safe spaces and the partners locations she will improve the GBV referral pathway and technical support. Also, she will be responsible for monitoring and supporting the PSS workers of partner in that area in ALdhale and Lahj.

WORKING RELATIONS:

This position will be directly work with the WPE manager and field coordinator . Indirectly she will work with MH, HT, partnership team, the partnership and other sectors related to the work.

MAIN RESPONSIBILITIES:

  • Contribute to the establishment of the WGSS and assist the locating of safe space areas to conduct psychosocial support (PSS) in communities reached by the mobile teams.
  • Manage the WGCC, WGSS and mobile teams and supervise the activities.
  • Supervise the WPE Social workers and PSS assistants and provide on job training and technical support.
  • Work with case workers to ensure that WPE case management standards are adhered to, and when appropriate, provide direct case management and PSS.
  • Handling the INTEGRA system for WPE requirements in all grants.
  • Deep understanding and professional dealing in raising the item forecast and item requirements.
  • Writing well the monthly, semi and annual reports for donors and authorities.
  • Professional dealing for financial requirement.
  • Background about the proposals and writing the spending, procurement, and work plans.
  • Deep understanding and professional dealing in writing the annexes and payments.
  • Dealing well in coordination and facilitation of the training and workshops for WPE staff, volunteers and GBV actors on response activities.
  • Supervise for WPE curriculums to be reference for all WPE staff in this field.
  • Deep experience in PRIMERO and KOPO programs to guide the team and conduct the follow-up process for them.
  • Coordination with external actors, IRCs MHT and other sectors to improve the GBV referral pathway.
  • Conduct safety audits, assessments in coordination with other WPE staff and IRC staff to identify risks.
  • Ensure supplies/resources for counseling spaces, women centers and other program activities are requested on a timely manner and are efficiently utilized.
  • Work with GBVIMS team to develop daily and weekly outreach plan based on case trends and need of women and girls.
  • Maintain positive coordination and relationships with GBV actors and services providers and CBOs and other IRC sectors staff and with the partners in Cluster.
  • Coordinate and connect with the collaborators to ensure safe and accessible programming.
  • Perform other tasks as may be assigned by Supervisor or covering her roll.
  • Provide individualized, age-appropriate comprehensive case management using IRC WPE standards and the line with the GBV Guiding Principles (Respect, Safety, Confidentiality, Non-discrimination).When appropriate, this may include accompanying survivors to a referral point.
  • Inform the Senior Response Officer of the supplies needed on the mobile team.
  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.
  • Educate/raise awareness among the community and clients about the existing feedback mechanisms and response processes.
Minimum Qualifications:

REQUIREMENTS: (Qualifications, Skills and Abilities):

A.Education:

-Bachelor’s degree or Protection and GBV certification.

B.Experience:

-Deep experience in the working environment in ALdhale and Lahj.

-Eexperience in the working in response or protection officer level minimum of four years.

-Having knowledge and experience in working in WPE for experience in implementing GBV-case management activities.

-Deep understanding and professional dealing with INTEGRA system for all grants and WPE requirements.

-Deep experience in writing monthly, semi and annual reports for donors and authorities.

-Having knowledge and experience in Clinical care for survivors of sexual violence.

-Experience in writing reports, proposals and raising annexes.

-Experience in Excel, word and WPE templets.

-Good knowledge of English language.

-Knowledge of GBVIMS or confidential data entry.

-Deep experience in Primero and kobo APPs that are used in the GBV collection data.

-Deep experience in coordination and facilitation of the training and workshops for WPE staff, volunteers and GBV actors on response activities.

-Good understanding of Gender Based Violence, women’s protection and empowerment in the context of ALdhale and Lahj.

C.Skills and Abilities:

  • Excellent knowledge of the working environment.
  • Flexible, and dealing under pressure. Knowledge of Microsoft word and excel.
  • Excellent knowledge in management and supervision of team.
  • Flexible, able to handle pressure well, and have strong communication skills with the team, in the community and targeted areas.

D.Proficiencies:

- Understanding of gender-based violence, women’s protection, and empowerment in the context of Yemen.

-Works well in and promotes teamwork, time work and comfortable in a multi-cultural environment,

- Strong background and experience in referral mechanisms and dealing with GBV survivals.
