The IRC responds to people’s acute and longer-term needs with integrated programs that improve health and safety, prioritize children’s education, develop economic wellbeing, and empower communities to regain control over their lives. Our work gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, conflict sensitivity, coordination, and impact.

The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dalea. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

Scope of work & job summary:

The Finance Assistant position assists in handling the aspects of the day-to-day finance duties in WC office as stated here. Under the direct supervision of the Finance officer in Abyan, the Finance Assistant handles the cash/bank payments and collections of staff in the office, as well as vendors and banks outside the office, booking and recording the cash/bank accounts in the IRC Yemen Integra ERP system on daily basis.

Working relations:

• The Finance Assistant position directly reporting to the Finance officer in Abyan

• Regular and open communication with IRC staff from all departments in the WC and Abyan office.

Main responsibilities:

·Responsible for processing the payments for both Bank and cash transactions.

·Ensure completeness of payment documents in compliance to IRC and Donor policies and procedure;

·Entering all bank/cash transactions in IRC ledger books daily.

·Preparation of Bank and Cash Reconciliation for field office on a weekly/monthly basis.

·Ensure that all cash payments are accurately supported and duly authorized per the IRC delineation schedule before disbursement.

·Maintaining the receipt book and ensuring that authorized receipts are issued upon receipt of monies.

·Clear and follow-up submission of transactions in Integra Online System on daily basis.

·Diligent follow-up to ensure fully signed checks are collected by vendors and signed and ensuring accurate identification of the person collecting.

·Ensure that authorized signatory list and bank information forms are regularly updated and hard-copies are on file

·Make sure taxes and any other liabilities paid timely.

·Ensure the fulfillment of all financial documents (Collections and disbursements) is filed as per audit requirement.

  • Assist in Ensure that an organized and well-documented files (all files must be labeled accurately and visibly) and sequential filing system for all cash disbursement vouchers.

Minimum Qualifications:

REQUIREMENTS: (Qualifications, Skills and Abilities):

Education:

  • Bachelor’s degree in finance, Accounting, Finance or Commerce.

Experience:

  • Up to 1 year experience in Finance (or had Internship at NGO)

Skills and Proficiencies:

  • Good written and oral communication skills in English
  • Ability to work effectively handling multiple simultaneous tasks and demands.
  • Proficiency in MS Office software – including Excel, PowerPoint and Outlook.
  • Knowledge and good skills with accounting systems, standard spreadsheet, preferably ERP system
