Organizational Setting and Reporting Relationship
The position of Investment Specialist is assigned to the Infrastructure Finance Division 1 (PSIF1) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines and may be assigned in one of ADB's Resident Missions.
You will report to the Director, PSIF1 and will oversee Junior team members.
Your Role
As an Investment Specialist, you will lead the origination, negotiations, implementation and structuring of non-sovereign infrastructure financing projects in South, Central and West Asia. You will also contribute to the development of policy and strategies of country programs, monitor the development impact of the projects and ensure key commercial issues are considered and proper risk management principles are applied.
You will:
a. Project Development and Processing
- Help originate a pipeline of non-sovereign infrastructure projects and generate investment and financing opportunities through client outreach, and business development.
- Conduct and manage the deal execution process including due diligence, financial modeling, risk analysis and mitigation for structuring loans, equity investments, guarantees, B-loans, or other forms of ADB assistance.
- Lead and support project approval process, coordinating with credit, safeguards, integrity and legal teams, management, and the Board.
- Ensure that legal documentation is completed according to approvals and that financial close is achieved.
- Oversee the implementation and handover of administration of projects, ensuring compliance with guidelines, procedures, covenants, and reporting requirements up to financing effectiveness.
b. External Liaison
- Develop relationships with industry leaders, project developers, investors, governments, commercial lenders, and other financial partners.
- Evaluate transaction structures to enhance commercial co-financing opportunities and attract additional capital sources.
c. Knowledge Sharing
- Participate in learning events for advocacy, sharing, and knowledge building.
- Maintain and share knowledge of best practices across the range of themes and sectors within infrastructure.
d. Strategy, Policy and Project Evaluation
- Participate in country teams for planning and programming nonsovereign development, operations, and sector priorities.
- Support in preparation of sector and country strategies.
e. Staff Supervision
- Lead reporting staff by giving clear direction, regular monitoring and provision of feedback, supervising performance and supporting learning and development.
Qualifications
You will need:
- University degree in finance or business; preferably at post-graduate level or its equivalent.
- At least 6 years relevant experience in nonsovereign infrastructure finance, including hands-on work in processing transactions for infrastructure projects, analyzing credit risks, structuring, syndicating financing, and other related commercial banking activities.
- International experience working in several countries, preferably in South, Central and West Asia.
- Experience in sectors such as power, environmental infrastructure, water and wastewater, transport, and digital infrastructure.
- Proficiency in written and oral communication skills in English.

Additional Information
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
