Job Description

Project Context and Scope: 

Labour mobility has led to significant positive impacts for ni-Vanuatu households, with participants using their earnings to meet both family and community needs. There is a strong need, however, for labour migrants and their families to receive robust preparation for their experience overseas, support to maintain healthy relationships and practice sound financial management, and assistance reintegrating into their communities and achieving their financial goals upon their return. 

 

IOM LMI programmes aim to enable labour migrants and their families to maximize the positive impacts of their participation in international labour mobility, maintaining good health, strong, violence-free relationships, and financial stability during all stages of labour migration.  This will be achieved by providing labour migrants and their families with up-to-date information, referrals of services, evidence-based training, as well as targeted mentorship support.

 

To ensure a coordinated approach, IOM also seeks to better engage and create a collaborative network among community members/leaders and stakeholders involved in labour mobility. IOM programmes are underpinned by a strong emphasis on monitoring and evaluation so that labour migrants can benefit from continuous programme improvement.

Responsibilities

Category A Consultants: Tasks to be performed under this contract 

  • Lead the coordination and facilitation of community-led family-centred labour mobility-related workshops and awareness raising sessions in Penama Province, with guidance from IOM and DOL, ensuring high-quality delivery aligned with IOM Standards and Curriculum.
  • Oversee all logistics related to workshop preparation and implementation, including venues, transportation, catering, participant outreach, and materials distribution.
  • Train, mentor and manage local facilitator(s), ensuring consistent and culturally sensitive delivery of training content and other project related activities. 
  • Engage with key stakeholders, including provincial authorities, community leaders, faith-based organizations, technical experts, and NGOs to promote collaborative approach and joint-participation.
  • Liaise with DOL provincial and central officials and coordinate relevant labour mobility initiatives with provincial stakeholders. 
  • Ensure safeguarding measures, gender inclusion, and PSEA compliance are embedded in all workshop activities.
  • Administer pre- and post-training assessments and data entry, participant feedback tools, and follow-up interviews as part of the programme’s monitoring and evaluation.
  • Maintain organized records of participants, consent forms, training materials, and asset usage.
  • Report regularly to IOM on workshop implementation, challenges, and success stories; contribute to newsletters or social media updates.
  • Contribute to the collection of relevant information/data on labour mobility and social inclusion, for dissemination within IOM and externally.
  • Represent IOM at provincial and community-level meetings as required, and take notes or minutes to ensure accurate documentation of discussions, sharing and follow-ups.
  • Be accountable for and responsibly manage IOM project assets eg. Phone, Laptop, Tablets, and Workshop Equipment. 
  • Participate in regular internal IOM meetings, proactively identifying lessons learned, good practices, and success stories from the workshops.
  • Fully attend any compulsory capacity-building trainings offered by IOM or partner agencies. 
  • Undertake duty travel as required to support programme implementation and other related activities.
  • Support emergency preparedness or other LMI activities in Penama , as required.

Performance indicators for the evaluation of results

  • Minimum of one family-centred workshop facilitated with pre/post assessments completed, per month.
  • Submission of monthly reports and timesheets on activities.
  • Stakeholder engagement logs and workshop attendance records maintained.
  • Documented success stories or testimonials from participants.
  • Performance should be assessed according to the tangible and measurable outputs of the work assignment above. 

Qualifications

Education, Experience and/or skills required

Required Skills and Experiences 

  • A high school diploma or tertiary degree in social sciences, education, international development, or a related field from an accredited academic institution. 
  • Experience in community facilitation, labour mobility programmes, or family services.
  • Strong interpersonal, organizational, and communication skills.
  • Good written and oral communication skills (Bislama and English).
  • Ability to travel within Penama province and adapt to rural working environment.
  • Experience in following instructions, but self-motivated enough to be able to complete tasks without constant supervision.

Desired Skills and Experience 

  • Experience with IOM or similar development agencies is an advantage.
  • Basic IT skills (Microsoft Word, Excel, Internet, and email).
  • Familiarity with the Famili I Redi curriculum or related training materials is an advantage.

    Travel required

Duty travel may be required within Vanuatu.
