The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.
POSITION PROFILE
The Safety Officer is responsible for managing daily safety operations to ensure the protection of DRC staff, assets, and operations across the Area of Operation (AOR). This includes contributing to Safety Risk Assessments, enforcing compliance with safety standards and procedures, monitoring staff movement, and coordinating emergency responses. The role involves collecting and analyzing safety-related information, disseminating alerts, and facilitating safety training and briefings. The Safety Officer also supports incident management, conducts site assessments, manages safety equipment, and collaborates with internal teams to implement effective mitigation measures, ensuring a secure working environment aligned with DRC’s values, humanitarian principles, and operational standards.
DUTIES & RESPONSIBILITIES
Safety Risk Management
- Manage day-to-day safety operations for DRC Bangladesh and resolve safety issues in coordination with the stakeholders.
- Contribute to the Safety Risk Assessments (SRAs) with updated information on threats and risk trends.
- Ensure safety advisories are prepared and disseminated to all stakeholders.
- Ensure MOSS (Minimum Operating Safety Standard), maintain SIP (Safety Implementation Plan), and report shortcomings in consultation with the Country Safety Coordinator.
- Ensure the implementation of all existing SOPs (Standard Operating Procedure), LSR (Local Safety Rules), and report deviations.
- Assess, procure, issue, and maintain safety and protective equipment at offices and field locations.
- Conduct regular site assessments and advise on suitability and implement mitigation measures in coordination with project teams.
- Support the CSC in updating the Safety Level System (SLS).
- Monitor staff movements, report on movement irregularities, and initiate emergency response if needed.
- Support the supply chain department in inspecting the vehicles and ensuring compliance with the travel safety SOP.
- Any other duties related to the nature of the job as directed by the direct or technical supervisor.
- Support access facilitation in support of the relevant stakeholders and project teams.
Communication and Information
- Collect safety-related information through networking, ground observations, and tracking safety incidents.
- Support and facilitate communication and coordination with relevant stakeholders on all matters relating to safety.
- Collect, verify, analyze, and report information that affects, or may affect, DRC operation.
- Disseminate safety alerts to staff through available messaging platforms.
- Update staff list and participants in the relevant communication groups.
- Support revising and sharing the Pre-Arrival Brief (PAB) document with incoming visitors and international staff.
- Coordinate with the safety service providers to ensure service standards and address challenges.
- Update safety-related maps and share periodically.
Incident and Crisis Management
- Manage safety-related incidents by providing timely and accurate incident reports, analysis, and recording lessons learned.
- Prepare and submit Safety Incident Reports (SIR) in consultation with CSC.
- Contribute to updating the Critical Incident Management Plan (CIMP) and support the Incident Management Team (IMT).
Safety Briefing and Capacity Building
- Design and facilitate safety training for staff, security guards, and drivers.
- Conduct safety briefing for onboarding staff and visitors.
- Support the CSC in conducting safety drills and exercises.
Safety
- Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh, at risk.
SKILLS AND EXPERIENCES
- 2-3 years of relevant experience in security operations and management.
- Full professional proficiency in English.
- High personal and professional integrity.
- Understanding safety practices in the humanitarian context.
- Intermediate knowledge of security management and technical security equipment.
- Proven ability to prioritize tasks and meet deadlines.
- Stable, moral, and robust character and a good team player.
- Excellent communication skills.
- Proven commitment to accountability practices.
- Excellent skill in MS Word, Excel, and PowerPoint.
- Conversant with mapping tools (Google Maps, Google Earth, etc.)
- Training in safety, fire, and evacuation procedures.
- Experience in negotiating access for humanitarian or other agencies.
EDUCATIONAL QUALIFICATIONS
- Relevant university degree (e.g. Political Science, International Relations, Criminology) or equivalent professional qualification.
- Computer skills (including MS Office package).
LANGUAGES
- English (Fluent in writing and speaking)
- Bengali (Fluent in writing and speaking)
- Chittagonian (is an advantage)
