Supply Chain Team Leader-Central Darfur

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

POSITION PROFILE

The Supply Chain Team leader’s main objective is to provide support in the Supply Chain department in efficient and effective Logistics implementation and smooth running of departmental operations of the Darfur region office with emphasis support logistics/procurement staff and functions including implementation of DRC Dynamics. The role expected to contribute to strengthening the overall supply chain functions. This position will also ensure implementation of audit recommendations related to logistics and procurement.

He/ She will be expected to assist on procurement, warehouse, assets, general equipment and fleet management for whole country, ensuring that all logistics operations are managed and maintained in an efficient manner. as per DRC’s internal and donor procedures & as per the Operations Handbook.

DUTIES & RESPONSIBILITIES:

Procurement Co-ordination

  • Taking lead all procurement in his/her area for all four bases, from purchase requisition to final delivery, i.e. organizing RFQ process, sourcing supplies and services, and ensuring delivery as per request.
  • Ensure that procurement plan for his area is in place and being updated regularly with support of program team.
  • Ensure that purchasing policies and processes are in place to meet programme and operational needs in terms of price, quality and delivery targets, respecting Donor regulations and not having financial losses from audits
  • Assist Supply chain manager (SCM) and ensure the procurement is fully compliant as per the DRC Operations Handbook and donor’s requirement.
  • Draft ITB (National) documentation before advertising or inviting suppliers with SCM and requester
  • Assist and support SCM in ITB management (TOC report, technical analysis and contract award).
  • Assist and support establishing purchasing agreements for the key program items and routinely procured other administration items.
  • Organize procurement trainings for program staff and small-scale refresher training for procurement staff.
  • Travel to all area offices and ensure implementation of the OH policy and process of DRC OH and audit recommendations related to the supply chain
  • Ensure that all procurement trackers are updated in his/her area

Warehousing

  • Assist with warehouse management tasks when required including ensuring warehouse documentation is maintained in accordance with DRC policies, overseeing deliveries and dispatches from DRC warehouses and checking stocks levels. 
  • Follow up with relevant Storekeepers to get updated weekly and monthly stock reports.
  • Study, amylase and explain stock reports to area manager and supply chain manager.
  • Initiate sporadic physical stock counts in collaboration with programme staff.
  • Ensuring quality of goods received are in alignment with specifications in purchase request in collaboration with relevant technical programme staff.
  • Guarantee live update of stock report and dissemination to relevant management and staff on a weekly basis
  • Archiving of Warehouse documents both hard copies and soft copies.
  • Explain and discrepancies of stock reports to management and archive them.
  • Make sure stock reports are received and released as per DRC procedure, online via Dynamics system and offline.
  • Work closely with the supply chain manager and transfer information to storekeepers.
  • Field visit to all DRC warehouses across Central Darfur State state to make sure standard procedure is in place and followed.
  • Follow up with Logistics cluster on regulations and shipment movements.
  • Dispose of items as per DRC procedure and government regulations.

Assets/ General program equipment 

  • All Assets and General program equipment are received, registered, tagged and updated as per DRC procedure.
  • Inventory check on Assets and GPEs as per DRC procure monthly, bi-annually, and annually in all Yobe and
  • Follow up with HR and IT to receive issues assets to all staff leaving the mission.
  • Work closely with the supply chain manager and relevant logistics staff to make sure Assets and GPEs inventory database are updated according to DRC operational handbook.
  • Submit Assets and GPEs reports to donor up on closing of each project and whenever requested.
  • Plan with HR, IT and Procurement on need for new Assets.
  • Archive of Assets and GPE documents are both hard copies and soft copies.
  • Dispose and transfer of Assets, GPEs as per DRC procedure and government regulations.

Facilities

  • Receive Maintenance Facilitates requests from staff at both office and guest houses and make sure they are followed, maintained in a timely manner with Facilities officer.
  • Track all requests.
  • Study and analyze all requests and advise management on the best way forward.
  • Track all expenses on facilities.
  • Work closely with Fleet team on Generator and Vehicle and other machinery.

Capacity building

  • In consultation with Area Manager with support from supply chain manager, plan and manage the capacity building of all staff, in addition to providing support to programme staff on relevant procedures and processes.
  • The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

DRC Dynamics ERP System

  • Ensure proper application of DRC Dynamics supply chain processes (mainly P2P and Asset Management) in the operations.
  • Apply reports and data analytics from ERP supply chain system to improve supply chain performance

SKILLS AND EXPERIENCES

Essential:

  • At least 3 years’ experience in supply chain management, (procurement experience is a plus).
  • Experience of building and developing the capacity of supply chain staff using training, performance management frameworks and development plans 
  • Knowledge & experience of dealing with service providers and contractors’ management.
  • Excellent computer skills in MS Word & Excel

Desirable:

  • Flexible & willing to work in a remote setting & to travel to other field locations.
  • Experience with standard procurement procedures and documentation.  
  • Experience with construction and site project management.
  • Experience with auto mechanics or electrical installations. 

Experience working in an (I)NGO

EDUCATIONAL QUALIFICATIONS

  • Bachelor’s degree or higher diploma in logistics and with relevant professional certification.
  • Driving license.

LANGUAGE:

  • Fluency in written and spoken Arabic and English.
  • Fluency in local spoken languages.
