The Information Management and Analytics Associate will support the local authorities in the occupied Palestinian territory with improving their information management, including planning, quality assurance, data collection and reporting from all mine action partners in order to enable mine action activities to be monitored and reviewed. Setting up Systems and Reporting Tools


  • Support the Technical Advisor and IM Team Lead to provide capacity- building activities and technical assistance. Ensure that capacity-building activities are based on identified needs following a comprehensive capacity-building assessment.

  • Transfer data from existing database systems into the agreed Information Management System for the West Bank to be used by the local authorities 

  • Support the design and implementation of systems and dashboards to improve data accessibility and usability. Ensure dashboards (or similar IM products) follow standardized data presentation methodologies and provide real-time insights.

  • Support the Technical Advisor in West Bank and the Capacity Enhancement Officer with setting up training and capacity enhancement plans for IMS 

  • Develop and share standardized documentation for IM best practices and methodologies (SOPs, guidelines, training documentation)

  • Knowledge of designing, managing, and optimizing relational databases. Experience with PGSQL or similar query languages for managing and retrieving data from large datasets.


Data Collection & Verification

  • Engage with mine action partners to obtain information on their activities in the West Bank

  • Maintain a database, metadata and archive of all mine action partners’ data

  • Provide direct and remote support to partners in the collection of their data. Standardize data collection processes across all IPs to ensure consistency with MDR and overall program requirements.

  • Verify, record and perform regular quality assurance of all field data from partners before entering them in the system.  Implement a standardized approach for data validation, ensuring compliance with established methodologies.

  • Perform monthly audits of mine action information to ensure data completeness, integrity and quality,Ensuring accuracy and precision in data collection, verification, and reporting.

  • Serve as the focal point for survey and mapping data from mine action partners as well as with the Protection Cluster and other Information Management focal points 

  • Assist in the development/maintenance of reporting tools on available hazardous areas, EORE activities, casualty, victim assistance  and clearance data and others as deemed relevant

  • Review and improve data collection forms when necessary, based on standardized templates, and ensure their consistency across the Programme.

  • Produce statistics and reports from the mine action data, when requested

  • Ensure all data-sharing processes follow PMAC instructions and approvals before dissemination. Develop clear protocols for secure data sharing and coordination with relevant stakeholders.

GIS Responsibilities: 

  • Prepare and print informative maps with mine action and other available data

  • Provide figures, infographics, and maps, and other such products for the MA AOR co-coordinators, when necessary. Ensure GIS products adhere to standardized formats for consistency across reporting.

  • Create photo catalogue from received photos from mine action activities

Education/Experience/Language requirements

Education:

  • Bachelor’s Degree (or equivalent) with a minimum of one (3) year of relevant experience; OR
  • Secondary Education and a minimum of five (7) years of relevant experience is required. 

Experience:
  • Relevant experience is defined as experience in the field of database, GIS preferably with ArcGIS Esri tools, or related fields. 

  • Experience in windows operating system in the networked environment required.

  • IMSMAng experienceis desired.

Language:
  • Fluency in English (writing, reading, speaking) is required.

  • Fluency in Arabic (writing, reading, speaking) is required.
