About this position

The Division of Financial Management and Procurement Services for Operations (FMP) and the IDB Country Office in Trinidad & Tobago are actively looking for a procurement consultant to support the Executing Agencies as a technical advisor, in the project’s design, implementation and closure, as well as in their efforts to strengthen their fiduciary systems, and innovation in procurement operations in the country.

 

We are looking for a client focus, strategic, analytical and innovative Procurement Consultant. As a Procurement Consultant, you will provide technical advice on procurement activities, be a key enabler of efficiency and impact, support the modernization of fiduciary supervision by applying quality standards, advancing data driven decision marking and using digital solutions, also participating actively in the implementation of the business plan 2025-2027 Fiduciary Impact: From Strategy to Action.

 

You will work in the country office of Trinidad & Tobago as part of the Operations Financial Management and Procurement Services Office (FMP). This team is responsible for ensuring that IDB-financed resources are used efficiently, transparently, and strategically to maximize development impact. In an evolving landscape where accountability and effectiveness are paramount, FMP remains committed to advancing fiduciary management as a driver of stronger project outcomes and institutional efficiency.

What you’ll do

  • ​Promote a forward-looking and adaptive mindset that embraces change and innovation as an opportunity to improve the way we work. 
  • ​Contributes to the improvement of operational, corporate and individual decision-making through the sharing of business intelligence, relevant data, and analysis. 
  • ​Bring new ideas to the Bank’s operational and corporate work, incorporating and applying new or revised technologies to facilitate efficient and effective development solutions. 
  • ​Encourage collaboration and knowledge-sharing with other fiduciary specialists, units, borrowers and third parties on all aspects of the Bank fiduciary policies, procedures and experiences. 
  • ​Transform available data into relevant knowledge to improve the quality of fiduciary advisory to our clients. 
  • ​Provide technical advice in project design and execution on fiduciary related matters, including the selection of procurement methods, handling of protests and matters of contention raised by borrowers, bidders and other Bank stakeholders. 
  • ​Propose comprehensive solutions to strengthen the borrowers’ fiduciary systems using internationally accepted methodologies and evaluate project risks, as well as the institutional capacity of the Executing Agencies. 
  • ​Lead the fiduciary supervision of projects including ex post supervision, draw independent conclusions and formulate authoritative recommendations to the borrower and the Bank. 
  • ​Participate in harmonization initiatives with other MDBs and external actors on the best fiduciary practices and strengthen the use of national fiduciary systems.  
  • ​Solid understanding of the concepts, principles, and practices governing international procurement, with the ability to translate concepts into operational work, including but not limited to Value for Money, sustainable procurement, market analysis, contract management, procurement strategy, procurement risk management, procurement planning, etc.​ 

What you'll need

  • Education: ​A Master’s degree or equivalent advance degree in Law, Engineering, Procurement, Finance, Business Administration, Commerce, or other fields relevant to the responsibilities of the role.​  
  • Experience: ​Minimum five (5) years of direct relevant professional experience in public or private sector procurement or in projects funded by International Financial Institutions procurement operations and contract management.​  
  • Languages: ​Proficiency in English

Requirements

  • Citizenship: choose one of the following: 

IDB: You are either a citizen of Trinidad & Tobago or a citizen of one of our 48-member countries eligible to obtain a valid residency or legal permit to work in ​Trinidad & Tobago​ without the need for sponsorship by the IDB. 

  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab. 

Type of contract and duration

  • Type of contract: ​National Consultant Full-Time.​ 
  • Length of contract: ​12 months​.
