Job Description

Project Context and Scope

The International Organization for Migration (IOM) in Turkmenistan is implementing the regional project “Comprehensive Action Plan for Afghanistan and neighboring countries” which aims to provide comprehensive integration support to Afghan nationals residing in Turkmenistan with a focus on the socio-economic empowerment of women and girls from Afghan and local communities to ensure long-term sustainable development at the local level. The project will organise workshops for Afghan and local communities and representatives of relevant national partners in Gurbandurdy village of Ahal province and Seidi city of Lebap province to increase their knowledge and practical skills on gender responsive planning at the local level and the importance of women's participation in sustainable development planning.
The international consultant will work closely with IOM project management team and other stakeholders to ensure the successful implementation of this assignment.

Project Title: Improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia

Responsibilities

Tasks to be performed under this contract
 
  • Prepare training modules covering the topics of gender responsive planning and the importance of women's participation in sustainable development planning.
  • Prepare informational handouts and presentations.
  • Prepare pre and post surveys for workshop participants.
  • Conduct two-day capacity building workshops in the village of Gurbandurdy of the Akhal region and in the city of Seydi of the Lebap region (25 participants in each region)
  • Prepare a final report on the work done. 
Performance indicators for the evaluation of results
  • Training handout materials, training modules, and workshop program prepared and submitted.
  • 70 percent of seminar participants demonstrate improved knowledge on the topics covered by the seminar.
  • A final narrative report, including description of the workshop outcomes, surveys, participant feedback, and expert observations prepared and submitted.

Qualifications

Education
  • Bachelor’s degree in social sciences, gender studies, gender responsive planning or budgeting.
Experience
  • At least five years of relevant work experience in gender responsive planning and promoting women empowerment and participation in sustainable development planning, gender equality, development of leadership skills among vulnerable groups, including migrant women.
  • Good understanding of gender equality issues, including gender-sensitive legislation, international instruments, national mechanisms for prevention of gender-based violence, and combating gender stereotypes.
  • Previous experience in developing and conducting seminars and/or workshops in in the field of gender equality and gender responsive planning.
  • Experience of working with government organizations and NGOs.
  • Experience of working with international organizations/agencies is desirable.
Skills
  • Excellent proven analytical and communication skills.

  • Ability to clearly articulate thoughts, express ideas and information, and engage the audience in discussions.
  • Skills and knowledge in data security and data protection principles.
  • Ability to complete tasks within the established timeframe while maintaining quality results.
  • Excellent skills in Microsoft Office applications, including Word, Excel, and PowerPoint.
Languages
  • Fluency in English and Russian (knowledge of Turkmen is an asset).
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

  • Akhal and Lebap regions of Turkmenistan
