The Directorate for Education and Skills (EDU) leads the Organisation’s work to help member and non-member countries achieve high-quality learning for all, design better skills policies, and turn them into jobs and growth. The Directorate carries this out by providing statistics, analysis and policy advice to countries on a wide range of educational topics.

Teaching and Learning International Survey (TALIS) is an international, large-scale survey of teachers, school leaders and the learning environment in schools. Its main goal is to generate internationally comparable information relevant to developing and implementing policies focused on school leaders, teachers and teaching, with an emphasis on those aspects that affect student learning.

TALIS is composed of several different surveys (called modules). The main module surveys teachers at the ISCED 2 level, but optional modules also survey teachers at ISCED 1 and ISCED 3 levels and study teachers’ general pedagogical knowledge (called the Teacher Knowledge Survey). TALIS also engages in several additional activities outside of these surveys. For example, TALIS has recently created TALIS+, which administers the 2024 instruments to teachers from countries who were unable to join the 2024 cycle. TALIS will also explore the feasibility of a teacher attrition study, where countries will use administrative data to determine if teachers who participated in TALIS 2024 are still teaching at a later point in time.

TALIS is looking for an Analyst to help achieve the project’s objectives. The Analyst will author reports, analyse data, represent TALIS at internal and external events, and lead TALIS-related initiatives such as survey modules and outreach activities.

 

Job Description

Main Responsibilities

Outputs

  • Lead the development of thematic reports based on TALIS 2024 data (e.g. environmental sustainability education, school principals), which includes but is not limited to:
    • Developing the reporting plan,
    • Analysing data,
    • Soliciting feedback from countries and OECD senior leadership,
    • Drafting and revising report text.
  • Contribute to the development of other reports.

Survey development

  • Oversee the development of TALIS-related initiatives (e.g. the Teacher Knowledge Survey, TALIS+, and the teacher attrition study).
  • Meet regularly with TALIS contractors to ensure that operations are progressing on schedule and as planned.
  • Communicate with experts and solicit their feedback on key issues related to TALIS.

Country engagement

  • Meet regularly with TALIS participants to build relationships and understand their needs.
  • Communicate country feedback to the TALIS team and international contractor to ensure that country needs are addressed.
  • Perform outreach to countries who are interested in joining TALIS.
  • Represent TALIS at international events, give presentations, meet with senior government officials.

Meeting organisation

  • Contribute to the organizing of TALIS Governing Board (TGB) meetings by drafting documents and preparing presentations.
  • Attend TGB meetings and lead meeting sessions.
  • Organize and lead meetings of experts and stakeholders to steer specific activities (e.g. an expert group on the Teacher Knowledge Survey or a group of measurement experts for TALIS+).

Administration

  • Contribute to the conceptualisation and development of the next cycle of TALIS (to be administered in 2030).
  • Manage budgets and oversee expenditures of TALIS modules and activities.
  • Encourage and improve the use of team management tools and practices (e.g., shared calendars, project management software, and post-mortem evaluations).
  • Contribute to horizontal efforts within the division and directorate, such as aligning policy related work with TALIS data.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree or equivalent in education, psychology, quantitative research methodology or a related field.

Professional Background

  • A minimum of three years of experience as an education practitioner and/or researcher. Full-time classroom teaching experience (ISCED 1, ISCED 2, ISCED 3) would be an advantage.
  • A minimum of two years experience in quantitative data analysis and reporting. Experience in analysing survey data (i.e. working with sampling weights) would be an advantage.
  • Good knowledge of teaching and teacher policies.
  • Good project management skills with the ability to plan, co-ordinate and supervise complex projects and to deliver them on schedule.
  • Ability to present complex analyses to specialist and non-specialist audience.

Tools

  • Advanced fluency in R.
  • Github/Gitlab/Algobank.
  • Advanced fluency in Python would be an advantage.
  • Advanced fluency in STATA would be an advantage.
  • Power BI would be an advantage.
  • Project management software experience would be an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of Spanish would be an asset.
  • Knowledge of Arabic would be an asset.

Contract Duration

  • This vacancy will be used to fill multiple positions. The appointment type will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.
